The 17th Hai Phong People's Council passed eight resolutions at its sixth session for the 2026 – 2031 tenure on the morning of October 29.

In his closing remarks, Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People's Council, emphasized that the unanimous adoption of the eight resolutions demonstrated a strong sense of responsibility, consensus, coordination and cooperation between the City People's Council and the City People's Committee in deciding on urgent tasks requiring focused implementation.

Key decisions on public investment plans

Chairman of the City People's Council Le Van Hieu called on the City People's Committee to accelerate implementation and disbursement of public investment based on the approved adjustments to the 2026 public investment plan and the proposed 2027 plan, striving to meet and exceed the targets.

The City People's Committee should also proactively complete investment procedures for new projects to ensure they are ready for implementation. In particular, it must urgently implement the project to renovate and upgrade Sat River embankments within the Bac Hung Hai irrigation system, as directed by Party General Secretary and State President To Lam.

As part of the adjustments to the 2026 public investment plan, the City People's Council approved the allocation of VND 395 billion in entrusted capital to the Vietnam Bank for Social Policies to provide preferential loans for social housing.

Against a backdrop of limited budget resources and competing expenditure requirements, Chairman Le Van Hieu stressed that this allocation demonstrated the city's commitment to prioritizing social welfare and supporting residents in purchasing social housing through preferential policies and assistance to improve their living conditions. Relevant agencies must therefore promptly implement the policy in an open and transparent manner, ensuring that the funds are used effectively, for the intended purposes and by the right beneficiaries.

At the same time, it is necessary to strengthen leadership and direction and decisively and consistently implement tasks and solutions for socio-economic development in 2026.

Chairman of the City People's Council Le Van Hieu highlighted the need to focus on the tasks and solutions outlined in the council's resolution on key tasks and solutions for the second half of 2026, as well as adjustments and additions to certain socio-economic development targets for 2026 and the 2026-2030 period. Priorities include removing bottlenecks, unlocking resources, increasing budget revenue, accelerating public investment disbursement, promoting production and business activities, fully and promptly implementing social welfare policies, and improving people's living standards.

Regarding preparations for the City People's Council's regular year-end session in 2026, Chairman Le Van Hieu asked the City People's Committee to direct relevant departments, agencies and drafting bodies to devote maximum effort to preparations. They should proactively review progress and urgently finalize reports, proposals, draft resolutions and related documents, ensuring quality and compliance with prescribed procedures and deadlines.

The Standing Board and committees of the City People's Council should continue to take the initiative and closely coordinate with the City People's Committee and relevant agencies from the initial stage of drafting resolution documents; promptly discuss, reach agreement, address difficulties and obstacles, and resolve issues on which differing opinions remain, ensuring that all items submitted to the session are thoroughly prepared, within the proper authority, of high quality and feasible.
