Hai Phong is accelerating site clearance to secure investment resources and bring new industrial land into use as soon as possible.

Hong An Ward has disbursed nearly VND 11 billion in compensation and support to 20 households and individuals in the 27th round of site clearance for the Nomura–Hai Phong Industrial Park project, phase 2. Covering 197.16 hectares and representing nearly VND 2.783 trillion in investment, the project is undergoing further site clearance to enable the investors to build infrastructure.
The Kim Thanh 2 Industrial Park project, phase 2 covers 234.63 hectares and has a total investment of about VND 3.403 trillion. To date, the local authorities have reclaimed around 184 hectares, or 78.42% of the project area.
Kim Thanh Commune is working towards completing site clearance in the fourth quarter of 2026. It is reviewing and finalizing the land-use plan and boundaries for land recovery, while categorizing outstanding cases so they can be addressed. The investor has been asked to commit sufficient resources and promptly transfer funds for compensation to ensure timely payments and site handover.
Alongside compensation payments, authorities need to complete documents and relocate existing facilities so the land can be handed over to the investor. However, at some industrial parks, although most of the land has been cleared, the cleared plots remain fragmented. This is making it difficult to build roads and install electricity, water supply and drainage systems.
Funding shortages are another factor delaying land-related projects. A review report on the first three months of implementing Resolution No. 11-NQ/TU noted that some investors in non-budget-funded projects, including industrial parks and clusters, had not secured sufficient funds, even though local authorities had completed land inventories and approved compensation plans. The shortfall has slowed site clearance, land allocation and project implementation.
The city is therefore working directly with investors to resolve obstacles and urge businesses to meet their financial obligations. It is also tasked with reviewing and adjusting industrial land-use targets for parks whose investors lack the capacity to carry out projects or attract secondary investors.
Preparing land for new opportunities

In the first nine months of 2026, Hai Phong approved investment policies and investors for six new industrial parks and broke ground on nine. Foreign investment attracted by the city’s industrial parks and economic zones was estimated at more than USD 3.3 billion, out of the city’s total of over USD 3.6 billion. This underscores the need to continue improving infrastructure and preparing additional land to attract investment.
Hai Phong also has investment-ready land within its Free Trade Zone. According to the Hai Phong Economic Zone Authority, available land includes 48.32 hectares at DEEP C 2A Industrial Park, 26 hectares at DEEP C 3, 27.2 hectares at Xuan Cau and 11.35 hectares at Nam Dinh Vu Industrial Park (Zone 1). In the southern part of the city, Tien Lang 1 has 171.54 hectares available, while Area B of Tien Lang Airport has 138.07 hectares.
For Hai Phong, unlocking investment in industrial-park infrastructure will also expand its capacity to attract new manufacturing and business projects and supply chains. The Hai Phong Economic Zone Authority continues to work with businesses and investors to resolve difficulties and improve the investment climate, helping projects proceed effectively.
