Hai Phong agriculture targets higher growth

Hai Phong’s agricultural sector is making positive progress and striving to contribute to the city’s growth target of 13% or higher.

Ensuring the growth scenario

According to the Hai Phong People’s Committee’s draft report on the implementation of socio-economic development tasks in the first nine months of the year, the agricultural sector recorded growth of 2.3%, in line with the planned scenario. The sector’s fields remained generally stable, laying the foundation for agriculture to achieve its full-year growth target of 2.35%.

Looking back over the past nine months, Hai Phong’s agricultural sector recorded relatively positive and comprehensive results across its fields. In crop production, the city maintained nearly 77,000 hectares of winter-spring rice, with high-quality rice varieties accounting for more than 70% of the area and output reaching 527,000 tons. The winter-spring area under vegetables and other crops exceeded 46,000 hectares, with average productivity of nearly 300 tons per hectare, up almost 6% from 2025. The city maintained 28,000 hectares of fruit trees, producing 400,000 tons. In the summer-autumn crop, Hai Phong also exceeded its planting targets for rice and vegetables, with a combined area of nearly 93,000 hectares. Although the productivity and value of this crop have yet to be assessed, actual conditions point to positive results.

In livestock production, the estimated output of live pigs for slaughter in the first nine months of 2026 reached 204,300 tons, up 2.88% year on year. Poultry egg production exceeded 806 million eggs, an increase of more than 13% over the same period last year. The value of livestock production was estimated at more than VND 15.6 trillion. Aquaculture remained generally stable, with an area of approximately 23,665 hectares. Total fisheries output reached nearly 245,300 tons, up 3.97% year on year. The value of fisheries production was estimated at VND 11.64099 trillion.

Driving growth factors

Hai Phong aims to achieve 2.35% growth in agriculture, forestry and fisheries in 2026, with production value of nearly VND 68.5 trillion, thereby making a positive contribution to the city’s overall economic growth. In the final three months of the year, the agricultural sector has proactively reviewed and assessed growth drivers to focus its management, monitoring and direction. During this period, total output of live animals for slaughter is projected to reach nearly 65,000 tons, aquaculture output around 57,000 tons and capture fisheries output more than 31,000 tons. If market demand remains stable and favorable, the agricultural sector is expected to meet or exceed its growth target.

Although agriculture accounts for a relatively small share of the city’s economic structure, it is identified as a solid foundation for promoting growth and helping stabilize the economy amid external fluctuations. For this reason, the city has consistently prioritized and provided appropriate investment in agriculture.

Agriculture in Hai Phong is gradually taking on the characteristics of a modern sector, with a focus on concentrated commodity production and the application of high technology to improve productivity and product quality. The city is also developing production and consumption chains, helping build brands and enhance the standing of local agricultural products.

The city has 948 concentrated rice production areas of at least 10 hectares each, 323 vegetable-growing areas of at least one hectare each and 318 fruit-growing areas of at least one hectare each. It has also planned 12 concentrated livestock farming areas and approximately 8,000 hectares of intensive aquaculture applying high technology. These provide important conditions for developing commercial agricultural production models.

Hai Phong is focusing on solutions to shift agricultural production toward large-scale commodity production in the 2026-2030 period, with a vision to 2045. These include supporting farmers in consolidating agricultural land, adopting VietGAP standards and applying high technology.

The city aims to develop a comprehensive, sustainable and efficient agricultural economy; ensure food security; protect the environment; adapt to climate change; and expand the scale of commodity production by 2030. It also aims to promote modern forms of production organization, linking production with processing and domestic and export markets, while integrating agricultural development with new-style rural building, tourism and other economic sectors.

The results achieved in 2026 will provide a foundation for the city to pursue its target of 2.5% annual growth in the agricultural sector in subsequent years.
