Hai Phong city is focusing on measures to increase the attractiveness of its business and investment environment to achieve its target of average GRDP growth of 13% or higher in 2026 and the 2026 – 2030 period.

Grasping business needs to provide timely support

According to Youn Ui-sik, General Director of the company, the timely support and cooperation of relevant authorities have helped the firm keep up with new regulations, proactively adjust its internal procedures and organize production accordingly, thereby ensuring that its production targets are met.

Many other businesses across the city, not just the company mentioned above, are also stepping up their production and business activities in the final months of the year. Feedback from enterprises also shows that the attractiveness and quality of the business and investment environment are reflected not only in its ability to attract new projects but also in the support provided to businesses throughout their operations. This is also the direction the city is focusing on, with businesses placed at the center of administrative reform and support efforts.

Following the city's directives, departments, sectors, local authorities and agencies are proactively implementing specific measures. According to Mai Chien Thang, Deputy Director of the City Tax Office, tax regulations and policies have undergone many changes in 2026. Therefore, one of the key tasks the City Tax Office is focusing on is supporting taxpayers, including enterprises and household businesses, in keeping up with policies in a timely manner so that they can comply fully and correctly.

In the first quarter of 2026, in response to changes in investment regulations under the 2025 Investment Law, the Department of Finance held a conference to provide guidance and clarify several new provisions, with a focus on investment legislation and bidding procedures for investor selection. The conference also provided opportunities for discussion, answers to questions, consultation and support with investment and business procedures for businesses and investors. This helped businesses access new regulations more quickly, reduce compliance costs and shorten project implementation timelines.

With coordinated efforts by departments, sectors, agencies and local authorities, the city's business and investment environment continues to improve. This is clearly demonstrated by the results for the first eight months of 2026: foreign investment reached nearly USD 3.5 billion, 1.75 times the figure recorded in the same period of 2025; domestic investment neared VND 95 trillion, with 79 new projects and 19 adjusted projects. During the eight-month period, more than 5,300 new enterprises were established in the city.

However, in response to businesses' practical needs and the target of GRDP growth of 13% or higher, further improvements to the investment and business environment are needed, focusing on removing bottlenecks that directly affect investment, production and business activities.

Recently, the Municipal People's Committee decided that, starting October 1, 2026, a "green channel" mechanism would be applied to 22 administrative procedures in the fields of investment, construction activities and land. The mechanism would also be applied to the appraisal of feasibility study reports for construction investment projects and adjusted feasibility study reports for 17 key projects.

Alongside this, departments and sectors will focus on reviewing and proposing adjustments to inadequacies in the prices of certain types of land, including agricultural land, land in industrial parks and industrial clusters, residential land, and commercial and service land, in the current land price list, as well as the percentage used to calculate land rental rates. The aim is to ensure that these rates are in line with market conditions and practical realities, thereby enhancing the city's attractiveness and competitive advantages in attracting investment.

The measures being taken are aimed not only at improving the investment and business environment but also at creating favorable conditions for projects to be implemented sooner and businesses to expand production, thereby adding new capacity to the city's economy. According to Dr. Vo Tri Thanh, Director of the Institute for Brand and Competitiveness Strategy, reducing administrative procedures, shortening processing time and lowering implementation costs will make it easier for enterprises and investors to carry out investment and business activities. These are also factors that enhance Hai Phong's attractiveness and competitive advantages in attracting investment, contributing to additional momentum for growth.
