Improving the investment environment to boost growth

Strong capital inflows are underscoring Hai Phong’s appeal to investors, while also putting pressure on the city to accelerate reforms and remove bottlenecks to maintain investor confidence and unlock further growth.

In the first eight months of 2026, Hai Phong attracted nearly USD 3.5 billion in FDI, a 75 percent year-on-year increase. Alongside a number of large-scale new projects, including LG Innotek’s 1-billion-dollar project, many investors have continued to expand their production operations in the city.

Domestic investment also reached nearly 95 trillion Vietnamese dong, with 79 new projects and 19 projects undergoing adjustments. In the first eight months of the year, more than 5,300 new businesses were established in the city.

These results not only demonstrate investors’ confidence in and expectations for Hai Phong, but also reflect the effectiveness of the city’s sustained efforts to reform and improve its investment and business environment.

The effectiveness of these measures is also reflected in Hai Phong’s continued first-place ranking nationwide in all three indicators: the PAR Index, SIPAS and the FTA Index, which assesses the implementation of free trade agreements.

Hai Phong is also among the top five localities nationwide in the PCI. Notably, it is the only locality with seven of the nine component indicators ranking among the top 10, while eight of the nine indicators scored above the national median.

The cost of complying with administrative procedures was the strongest-performing indicator, scoring 8.66 points and ranking third among 34 provinces and cities. This result was significantly supported by the city’s decisive move to cut administrative procedure processing times by 50 percent, creating more favorable conditions for both domestic businesses and foreign investors. The business support policy indicator ranked seventh out of 34, while the transparency indicator ranked eighth, reflecting the effectiveness of policies and measures to support businesses.

According to experts, Hai Phong and its investors are working together to create value. This mutually beneficial relationship is reflected not only in statistical indicators and financial results, but also in confidence in the reform process, the city’s ability to honor its commitments, and the strong, long-term commitment of the investor community to Hai Phong.

These results provide an important foundation for the city to attract investment and mobilize resources to achieve its GRDP growth target of at least 13 percent in 2026 and subsequent years.

In the final months of this year and beyond, the city has identified continued and substantial improvements to the investment and business environment as a priority, with a focus on competitiveness in land access, investment management and administrative reform.

The city has urged relevant departments and agencies to review, develop and issue procedures for handling public investment and off-budget investment projects, covering the entire process from project preparation and approval of investment policies to completion and operation. Unnecessary procedures are to be eliminated as far as possible, with clear timelines and responsibilities to prevent overlaps, buck-passing and delays in processing.

The city will also develop a shared project management and progress-tracking system, with an early-warning mechanism for procedures and tasks at risk of delay or exceeding deadlines.

The city has also asked departments, agencies and relevant units to urgently review and propose adjustments to shortcomings in the prices of certain types of land, including agricultural land, industrial park and industrial cluster land, residential land, and commercial and service land, under the current land price framework, as well as the percentage used to calculate land rental rates. The adjustments must be aligned with market conditions and practical realities, while enhancing the city’s appeal and competitive advantage in attracting investment.

The supply of construction materials for projects and works is also among the issues requiring focused action. The city has instructed authorities to review and urge licensed mine operators to bring their mines into operation on schedule and at the capacity specified in their investment policy decisions, while prioritizing the supply of materials for key projects and works.

In investment management, the city has urged departments, agencies and local authorities to continue monitoring and managing the progress of key projects. Projects will be classified by group, sector and investor for review, particularly those at risk of falling behind schedule.
