Hai Phong ranked among Vietnam's top five localities for resource access in 2025, highlighting the city's efforts to improve the investment environment and support business growth.

The Resource Access index is one of nine component indices used to assess the Provincial Competitiveness Index (PCI). It covers 10 criteria, including businesses' access to land and production premises, credit and government open data, as well as the time needed to process land applications and issue land-use rights certificates.
These factors directly affect businesses' decisions to invest and expand their operations.
As the agency responsible for the Resource Access index, the Department of Agriculture and Environment has worked to simplify land procedures and shorten the time needed to issue land-use rights certificates and process applications for land transfers, leases and changes in land use.
The department has also made land-use plans, available land, land prices and related regulations publicly accessible through the city's online portal, commune-level People's Committees and the websites of municipal departments and agencies, making it easier for businesses to find information.
The city has shortened processing times for a number of land-related procedures, including land allocation and leasing, as well as registration of changes to information on land-use rights certificates.
The department is also developing an electronic land management system, cleaning up land data and completing an online land information system that will allow users to search for information and complete administrative procedures online, helping cut processing times.
Yun Yeong Joon, deputy general director of LG Innotek Vietnam Hai Phong Co., Ltd., said finding production premises, accessing planning information and completing land-related paperwork had previously been time-consuming, but many of these procedures have now been digitized and made available online.
The city has also stepped up administrative reforms and shortened processing times for procedures related to land, investment and construction, allowing businesses to move projects forward more quickly. This has been an important factor in encouraging South Korean companies to consider expanding their investment in Hai Phong, he said.
Businesses are also getting better access to credit through dialogue programmes involving local authorities, banks and businesses. Such programmes have helped address financing difficulties, particularly for small and medium-sized enterprises and supporting-industry companies.

In recent years, investor-friendly policies have helped Hai Phong attract more domestic and foreign investment.
The introduction of the two-tier local government model on July 1, 2025 has also shortened the processing of some procedures related to land, investment and construction. Greater authority at the grassroots level has allowed many applications to be handled more quickly, reducing waiting times for businesses.
A number of large-scale projects have been launched or are under development across the city.
They include infrastructure projects in the Tan Trao and Ngu Phuc industrial parks and projects by Vingroup in the communes of Tan Trao, Kien Quoc and Ngu Phuc in the Southern Hai Phong Coastal Economic Zone, with combined investment of more than USD 7.5 billion.
Another major project is the construction of berths No.9, 10, 11 and 12 at Lach Huyen deep-water port by Lach Huyen Port Investment JSC, with total investment of nearly USD 1 billion.
At a recent conference to announce the Prime Minister's decisions on economic zones and launch the Hai Phong Free Trade Zone, the city awarded new and adjusted investment registration certificates to 13 projects with total investment of about USD 2.6 billion.
They included a USD 1 billion semiconductor chip manufacturing project by LG Innotek Vietnam Co., Ltd. at the Hai Phong Free Trade Zone.
Pham Van Thep, head of the Hai Phong Economic Zone Authority, said the city was cementing its position as an important growth driver for Vietnam, backed by a series of major development projects.
To further improve the Resource Access index, the city has made administrative reform a priority to create a more business-friendly investment environment, he said.
