To date, Hai Phong has reduced the processing time for 1,949 administrative procedures, equivalent to 50%. The city is moving toward reducing the remaining processing time by a further 50%.
Processing times cut by 50% for 1,949 procedures
After the merger of Hai Duong and Hai Phong and the reorganization of commune-level administrative units, Hai Phong stepped up administrative reform efforts, proactively reviewing and reducing the time required to process administrative procedures.
After one year of the merger, the city approved reductions in the processing times for 1,996 administrative procedures. Notably, the processing times for 1,949 procedures were cut by at least 50%, while those for 47 procedures were reduced by less than 50%. The city also proposed simplifying 36 administrative procedures and abolishing five others.
As of July 20, the total number of administrative procedures under the jurisdiction of Hai Phong stood at 1,989. Of these, 1,666 were city-level procedures, 257 were commune-level procedures and 66 were common procedures.
Thanks to the proactive review, reduction and simplification of administrative procedures, the receipt and processing of administrative dossiers in Hai Phong have produced positive results.
Further 50% reduction targeted
In 2026 and the following years, Hai Phong remains committed to achieving annual economic growth of at least 13%. Reducing administrative procedure processing times plays an important role in creating favorable conditions for residents and businesses and contributing to the successful realization of this target.
Resolution No. 11-NQ/TU of the Hai Phong Party Committee on strengthening leadership and direction to achieve the GRDP growth target of an average 13% or higher in the last six months of 2026 and during the 2026–2030 period calls for accelerated administrative reform, as well as the promotion of science, technology, innovation and digital transformation. It also sets the goal of cutting administrative procedure processing times by more than 50% and continuing to strive for a further 50% reduction in the remaining time.
Under Plan No. 285/KH-UBND issued by the city People’s Committee on improving the Provincial Competitiveness Index (PCI) for the 2026–2030 period, Hai Phong aims to have four indicators ranked among the top three localities by 2030. The city also targets a score of at least nine points for the administrative procedure compliance cost index and at least seven points for the enabling government index.
Based on the review results, agencies are required to compile and classify the findings and propose handling options to competent authorities. The goal is to complete and standardize the administrative procedure system, ensure consistency in implementation, and continue reducing compliance time and costs for residents and businesses. Reports must be submitted before August 30.
