Special mechanisms and policies enable Hai Phong to take a more proactive approach to governance and administration, laying the foundation for breakthrough development.

On June 27, 2025, National Assembly Chairman Tran Thanh Man signed Resolution No. 226/2025/QH15 on piloting special mechanisms and policies for Hai Phong's development, replacing Resolution No. 35/2021/QH15 issued by the National Assembly on November 21, 2021.
Following the resolution's adoption, the city moved swiftly and decisively to implement its provisions. After one year, the special mechanisms and policies have gradually taken effect. Hai Phong has largely completed the necessary legal framework and begun implementing these mechanisms and policies across a number of key sectors.
Initial results include improvements in the investment and business environment, enhanced competitiveness, and stronger urban governance. The policies have also created new momentum and greater room for development during the current stage.
During one year of implementing Resolution No. 226, the pilot special mechanisms and policies for Hai Phong's development were organized into six major policy groups comprising 41 specific policies. To date, nine policies have already been applied in practice, mainly in the areas of planning, urban development, natural resources and the environment, and income policies for public officials, civil servants, and public employees.
The most anticipated special mechanism, and one widely regarded as the key driver for Hai Phong's breakthrough under Resolution No. 226, is the establishment of a free trade zone. This is a strategic initiative that will create the foundation for a new growth pole associated with the marine economy, logistics, international trade, and high-tech industries, while enhancing the city's competitiveness and strengthening its role as a leading growth center in the Red River Delta and across the country.
The city is actively attracting strategic investors to the free trade zone, with priority given to high-tech industries, seaports, and logistics. Initial investment registration certificates have already been granted to several investors, including Vietnam High-Tech Composite Ship Co., Ltd. and Vmass Automobile One Member Co., Ltd.
Special mechanisms and policies related to planning, urban management, natural resources, and the environment have delivered clear socio-economic benefits and improved people's quality of life. Specifically, special planning policies have helped shorten the time required for administrative procedures, remove obstacles in site clearance, and create a more favorable investment environment for businesses and investors. As a result, the implementation of investment projects, particularly those involving technical infrastructure, industrial parks, economic zones, logistics services, and urban development, has been accelerated.
Alongside these special mechanisms and policies, Hai Phong has also attached great importance to investing in people, considering this the foundation for sustainable and long-term development. Two important resolutions have been issued to improve the quality and effectiveness of public officials, civil servants, and public employees, while providing them with financial support to gradually improve their living standards. At the same time, the city is working to attract high-quality human resources, particularly experts and talented young graduates who wish to work in the public sector and contribute to Hai Phong's development in the coming years.
