The Standing Board of the Hai Phong Committee of the Vietnam Fatherland Front and the City People's Committee co-organized a launch ceremony for the Peak Month "For the Poor" 2026 at Xu Dong Cultural Center on the afternoon of October 29.
Launching the program, Pham Van Lap, Deputy Secretary of the City Party Committee and Chairman of the City Committee of the Vietnam Fatherland Front, affirmed that the peak month was an event of profound social and humanitarian significance, conveying a message of compassion, sharing, trust and understanding, along with a determination to ensure that “no one is left behind.”
Over the past years, Hai Phong has taken the lead in implementing social welfare policies, with many support programs offering some of the highest assistance levels in Vietnam, helping poor people and those facing hardship improve their quality of life.

The city aims to eliminate poverty and reduce the number of near-poor households by the end of 2027, one year ahead of the target set in the Resolution of the 1st Hai Phong Party Congress for the 2025-2030 term.
To achieve this goal, the city has introduced various support policies providing monthly cash assistance to poor and vulnerable people, ensuring they have sufficient minimum income to escape poverty. From 2027, annual budget expenditure for these policies is expected to reach approximately VND 500 billion.
The City People's Committee and the City Committee of the Vietnam Fatherland Front respectfully call on agencies, units, organizations, businesses, entrepreneurs, benefactors, Hai Phong residents across the country, overseas Vietnamese and people from all walks of life in the city to uphold the tradition of compassion and actively contribute to the “For the Poor” Fund. “The City Committee of the Vietnam Fatherland Front will receive donations and use them to support poor and near-poor people and those facing hardship as effectively and promptly as possible, with the utmost transparency and accountability,” Lap pledged.

Commending agencies, localities and benefactors for their active contributions to the 2026 “For the Poor” Fund, Do Thanh Trung, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, acknowledged the solidarity and generosity of individuals and organizations in joining the city’s efforts to eliminate poverty by 2027.
Trung affirmed that poverty eradication was an important political task requiring joint efforts of the entire political system and society. He expressed confidence that, with the city's tradition of solidarity and compassion, a strong sense of responsibility, and contributions from the business community, benefactors and citizens, Hai Phong would continue to effectively implement social welfare policies, enabling poor people to stabilize their lives and share in the benefits of the city's development.
On this occasion, the city authorities commended 10 units and benefactors and 19 localities for their active contributions to the “For the Poor” Fund. City leaders presented gifts to five poor households, 10 victims of Agent Orange/dioxin and 10 former youth volunteers facing hardship. The City Committee of the Vietnam Fatherland Front also presented 20 gift packages to 20 disadvantaged children in the city.
Since the city issued an open letter calling for contributions to the 2026 “For the Poor” Fund in early October, units and benefactors have registered and pledged nearly VND 60 billion to the fund at various levels across the city.
