The 17th Hai Phong City People's Council has approved policy to support poor households, near-poor households, and recently escaped-poverty households.

On the afternoon of April 20, at its first session for the 2026-2031 term, the 17th Hai Phong City People's Council approved the draft resolution regulating support poor households, near-poor households, and recently escaped-poverty households throughout the city from 2026 to 2030.
Under the policy, individuals recognized by competent authorities as part of poor households, near-poor households, and recently escaped-poverty households from 2025 to 2030, who receive monthly social allowances, social pensions, social insurance benefits, or preferential support for revolutionary contributors and their relatives from the state budget will get additional monthly aid (beyond existing payments).
Specifically, in 2026, urban-wards will provide VND 2 million per person per month, while rural communes and special zones offer VND 1.5 million. From 2027 to 2030, these figures rise to VND 2.8 million in urban areas and VND 2.2 million in rural areas.
Additionally, individuals recognized by competent authorities as part of recently escaped-poverty households from 2025 to 2030, will get full state funding for health insurance premiums. If someone qualifies under multiple categories, they will receive the highest support level.
The policy will take effect from January 1, 2026 to December 31, 2030.
