The Chairman of the Hai Phong People's Committee has issued Decision No. 4279/QD-UBND, announcing 711 administrative procedures under the jurisdiction of agencies subordinate to the City People's Committee to be implemented in the city’s Free Trade Zone. The decision took effect on October 9, 2026.
The 711 procedures cover key areas, including investment and businesses; land, construction and the environment; customs, taxation and trade; as well as labor and foreign experts.
The procedures cover a range of fields, including investment in Vietnam; bidding for investor selection; import and export; international trade; investment support; construction activities; urban and rural planning; State management of industrial parks and economic zones; the environment; climate change; employment; etc.
The Chairman of the City People's Committee instructed the City Economic Zone Authority and relevant departments and agencies to implement the procedures within their respective authority and in accordance with prescribed processes and legal regulations. They must ensure transparency, shorten processing time and facilitate business operations.
The agencies are also responsible for regularly reviewing procedures and proposing amendments to those that are no longer appropriate, developing internal and electronic processes, strengthening inter-agency coordination, and expanding online public services.
The City Public Administrative Service Center serves as the focal point for publishing procedures, providing guidance, receiving applications, delivering results and monitoring the processing of applications within the Free Trade Zone.
Publishing the list of administrative procedures helps businesses and investors understand the processes, clarifies the responsibilities of management agencies, and reduces the time and costs involved in completing the procedures.
Established in October 2026, the Free Trade Zone covers approximately 6,292 hectares across non-contiguous locations associated with the Dinh Vu-Cat Hai Economic Zone and the Southern Hai Phong Coastal Economic Zone.
