Reviewing, studying and rearranging commune-level administrative units is the next step toward completing Hai Phong’s two-tier local government model.

The Hai Phong People’s Committee has issued a plan to review, study and rearrange commune-level administrative units, showing that the city is proactively concretizing the Central government’s policy of continuing to improve and effectively operate the overall organizational model of the two-tier local political and government system.
This is an important task that directly affects the organizational apparatus, management methods and people’s lives. Notably, the city’s plan does not approach the rearrangement of administrative units mechanically, but emphasizes the need for review and study based on actual operational conditions. Localities must hold discussions and comprehensively assess the organization and operation of the two-tier local government model after its implementation, based on the conditions and standards for administrative units, management requirements, the provision of services to residents and development orientations in each period.
Where adjustments are genuinely necessary, proposed options must ensure scientific grounds, prudence, social consensus and agreement among the relevant administrative units. This is an important principle to minimize unnecessary disruption while ensuring that each rearrangement option has a practical basis and is feasible.
Therefore, reviewing administrative units cannot stop at counting area and population or comparing them against standards. More importantly, it is necessary to assess governance capacity, the quality of public service delivery, infrastructure conditions, connectivity and the convenience of residents in accessing government services.
The city’s plan also places the review of administrative units in close connection with planning and development orientations. The city requires assessments of current urban development, planning, infrastructure, population size, regional connectivity, the central role of each area and other relevant criteria. On that basis, it will study and propose the formation of commune-level core urban areas that serve as development centers for their respective regions, helping strengthen connectivity in technical and social infrastructure, public services and economic development space.
This orientation shows that Hai Phong is seeking to make more effective use of the potential and advantages of each area and strengthen links between urban and rural areas, as well as among areas of production, services and development centers. Therefore, the study of commune-level administrative unit models must take into account the role, position and long-term development potential of each area.
Rearranging administrative units is not the end goal. What matters most is that every option serves the ultimate objective: a streamlined apparatus that operates effectively and efficiently; a government that is close to and responsive to the people; and more convenient services for residents and businesses. Only then can the rearrangement of administrative units truly create a foundation for Hai Phong’s sustainable development in the next period.
