Secretary of the Hai Phong Party Committee Le Tien Chau has suggested that authorities at all levels and sectors to strengthen solidarity, unity, and close coordination to successfully implement the two-tier local government model in the city.
Secretary of the Hai Phong Party Committee Le Tien Chau presided over a meeting of the committee’s Standing Board on August 21 afternoon to hear reports and give opinions on the application and operation of the two-tier local government model in the city since July 1.
After listening to the reports and opinions of delegates, Secretary Le Tien Chau acknowledged the efforts of all-level authorities and sectors in implementing the two-tier local government model. After nearly two months, Hai Phong’s new government apparatus has been operating quite well, basically meeting immediate requirements.
The Secretary asked departments and sectors to closely monitor the situation, review internal work processes, select the most optimal solutions, and strive to fulfill assigned tasks. At the same time, they must review and grasp the situation at the commune level, promptly guide financial settlement procedures, revenue and expenditure operations, and strengthen training and professional development.
He also directed the Office of the city Party Committee to review difficulties, obstacles, and bottlenecks under the jurisdiction of Central authorities, and make timely proposals and recommendations. He emphasized the need for solidarity, unity, and close coordination to ensure successful application of the two-tier local government model in Hai Phong.
According to reports presented at the meeting, the city has now stabilized the organizational structure of specialized agencies and public service units under the city People’s Committee. A total of 114 communes, wards, and special zones have gone into operation, functioning stably and smoothly. The arrangement of office premises, equipment, and working conditions for departments, agencies, and local administrations has been given due attention and initially meets requirements.
The city People’s Committee is directing the Department of Construction to continue reviewing and assessing the current condition of commune-level offices for reconstruction and renovation, with an estimated budget of about 1.177 trillion VND. In addition, about 231 billion VND will be allocated to ensure facilities and working conditions for officials, public servants, and employees.
Notably, the city People’s Committee has instructed relevant departments and localities to comprehensively review the system of specialized legal documents to advise on the drafting and promulgation of new regulations under the authority of the city People’s Council and People’s Committee. This will provide a legal framework to promptly address practical issues, remove institutional bottlenecks, and contribute to socio-economic development.
In particular, the city is directing the strengthening of qualified staff between commune-level administrative units and city-level agencies in localities still facing difficulties. The operations of commune-level Public Administration Service Centers are basically smooth, stable, and responsive to the needs of both citizens and businesses.
