Japan remains one of the key labor markets, attracting a large number of workers from Hai Phong city of Vietnam.
Potential market
Japan has for years been the leading destination for labor export in western Hai Phong (formerly Hai Duong province). In 2024, the area sent nearly 9,000 workers abroad under contracts, with almost 50% choosing Japan. The main reasons are stable income, transparent insurance policies, and diverse employment opportunities.
Vietnam and Japan are also implementing the project “Supporting contracted workers abroad with employment information connection.” Thanks to this, upon returning home, workers can quickly access recruitment information from domestic enterprises and find suitable jobs.
According to Global Investment, Trade, and International Cooperation JSC. in eastern Hai Phong, the cost of working in Japan is not too high compared to some other markets, while income is stable. Moreover, workers receive a lump-sum insurance allowance of several hundred million VND upon returning home, which is a key factor making Japan an attractive destination. In addition, the large community of Hai Phong workers in Japan also motivates more people to choose this market.
The Department of Home Affairs reported that from the beginning of this year, Japan continued to be the leading destination for Hai Phong workers going abroad, accounting for more than 50% of the total. Among them, graduates with majors in mechanics, electricity, and electronics are highly sought after by Japanese companies. Engineers going to Japan not only secure stable jobs with high incomes but also enjoy attractive benefit policies.
Expanding cooperation
In 2025, Hai Phong is implementing a wide range of cooperation programs with Japanese localities to send workers for official employment.
Earlier this year, Vice Chairman of the city People’s Committee Nguyen Minh Hung welcomed a delegation from Fukushima prefecture, led by Mayor Hiroshi Kohata, who visited and worked with the former Hai Duong province. One of the topics discussed was creating favorable conditions for local workers to work in Fukushima, especially in caregiving, manufacturing, and high-tech agriculture.
Hai Phong also takes the lead nationwide in promoting Japanese language education. Nearly 30 secondary and high schools in the city maintain Japanese language clubs with around 3,000 students enrolled. This is not only an advantage in foreign language training but also a strong foundation for labor cooperation. Furthermore, many universities and colleges in the city have developed joint training programs to supply human resources for Japanese companies.
At the same time, many cooperation programs are underway, such as technical intern training and sending of Vietnamese nurses and caregivers to Japan under the Vietnam–Japan Economic Partnership Agreement (VJEPA). These programs open up comprehensive and long-term opportunities for labor cooperation.
Labor cooperation between Hai Phong and Japan is now facing great opportunities for strong growth. With the advantage of a young, high-quality workforce and the active support of authorities and businesses, Hai Phong continues to be a bright spot in labor export to Japan.
