Approval of National Data Strategy 2026–2030, vision to 2045

Deputy Prime Minister Ho Quoc Dung signed Decision No. 1308 on July 18, 2026, approving the National Data Strategy for the 2026–2030 period with a vision to 2045.

The strategy’s overarching objective is for Vietnam to establish a unified, modern and secure national data ecosystem that is interoperable and shared. It aims to develop in an integrated manner national and sectoral databases, data warehouses, data platforms and shared computing infrastructure according to a unified architecture.

The strategy seeks to develop the data economy, data industry and data market; progressively achieve autonomy and mastery of AI technologies, computing infrastructure, high-performance computing, and core data platforms and products; and ensure security, safety, protection of personal data and national data sovereignty, contributing to rapid and sustainable national development in the digital era.

Seven specific target groups

The strategy also sets out specific target groups to be achieved by 2030:

- Institutional and data governance improvement targets.

- Targets for development of databases and shared data platforms.

- Targets for development of national data and computing infrastructure.

- Targets for development of data and infrastructure serving artificial intelligence.

- Targets for development of the data economy, data industry and data market.

- Targets for development of data human resources.

- Targets to ensure data security and sovereignty.

By 2045, Vietnam among top 30 countries in data use and AI development

By 2045, the strategy aims for 100% of leadership, direction, governance and operational activities of Party and State agencies to be supported by data; at least 90% of important decisions and policies to be developed, evaluated and forecast based on data analysis and artificial intelligence.

Vietnam is to master at least 80% of the core platforms, technologies and products used for governance, storage, processing, analysis and protection of data; and to have autonomous capabilities in cloud computing, high-performance computing infrastructure, AI infrastructure and models, and data security.

Vietnam will rank among the top 30 countries for data governance, data exploitation and AI development, and become a key regional hub for storage, processing, connection, sharing and cross-border transit of data.

Eight priority tasks and solutions

To achieve these goals, the strategy sets out eight priority tasks and solutions:

- Develop and complete institutions and policies.

- Develop national data infrastructure and platforms.

- Develop data resources.

- Specific tasks to develop the data economy and data market.

- Specific tasks to develop data human resources.

- Specific tasks to ensure cybersecurity, data security and data sovereignty.

- Apply the National Integrated Database.

- Strengthen international cooperation on data.
