Hai Phong has issued a plan to implement a catalogue of data sets for artificial intelligence (AI) development, aiming to accelerate digital transformation and innovation.

The Hai Phong People’s Committee has promulgated Plan No. 267 to implement Prime Ministerial’s Decision No. 804 on the catalogue of data sets serving AI development in essential sectors, with the goal of establishing a unified data platform to promote digital transformation and socio-economic development.
The city will focus on reviewing, constructing, managing, connecting, and sharing data sets under its management to support research, development, testing and application of AI. It will gradually form the city’s AI data platform by leveraging the existing Shared Data Repository, the Intelligent Operations Center (IOC), the Local Government Service Platform and other current digital platforms.
Under the roadmap, from 2027 eligible data sets will be connected and integrated into the city’s Shared Data Repository and progressively synchronized with the National AI Database when guidance from central authorities becomes available.
The city will prioritize the development of AI applications serving digital government and citizens. These include virtual assistants to support officials in searching for and drafting administrative documents; virtual assistants to help citizens look up administrative procedures; AI tools for data analysis to support direction and operation at the IOC; systems to analyze public feedback and petitions on the 1022 hotline and the Smart Hai Phong platform.
In addition, the city will strengthen training and capacity-building for officials and public servants in data governance, data construction and exploitation, data connectivity and sharing, and AI application. It will also encourage wider dissemination of AI application skills for residents and businesses.
