Opening a new growth direction for Hai Phong

Hai Phong is developing the cultural industry into a new growth driver, turning cultural strength into national competitive capacity.

At the second meeting of the Central Steering Committee for the Development of Vietnamese Culture, General Secretary and State President To Lam emphasized a strategic direction: develop the cultural industry into a new growth engine and convert cultural strengths into national competitive advantages. Notably, by October 2026, Hai Phong, along with Hanoi, Ho Chi Minh City, Hue, Da Nang and Can Tho, must complete the delineation of land for cultural industry zones and centers, cultural innovation hubs and digital content creative centers.

The city will build a distinctive model rooted in its port-city identity, maritime culture, gateway location and modern industrial base to form centers for digital content creation, design, film, performing arts and marine cultural tourism with broad reach.

Hai Phong possesses abundant tourism resources, including nearly 4,000 historical and cultural relics; two interprovincial world heritage sites: Ha Long Bay with the Cat Ba archipelago, and the Yen Tu - Vinh Nghiem - Con Son - Kiep Bac complex; nine national-level special relics or relic clusters; two UNESCO-recognized intangible cultural heritages, the practice of the Mother Goddess worship and Ca tru singing; and more than 1,200 festivals held year-round. These assets offer exceptional resources for developing cultural industries linked to heritage, tourism and creative sectors.

Recognizing culture as both a spiritual foundation and a development resource, the Hai Phong People’s Committee issued Plan No. 253/KH-UBND to implement Prime Ministerial’s Decision No. 1909/QD-TTg approving the Cultural Development Strategy through 2030. The city is continuing to invest in cultural institutions, expand public cultural spaces, and conserve and promote heritage values tied to tourism development and creative activities.
