5th session of Hai Phong People’s Council opens

The 17th Hai Phong People’s Council, 2026-2031 tenure, opened its 5th session at the City Convention and Performance Center on the morning of September 25.

Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People’s Council; Le Tri Vu, Member of the Standing Committee of the City Party Committee and Standing Vice Chairman of the City People’s Council; and other vice chairmen of the council chaired the session.

Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee and Head of the City National Assembly Delegation; Do Manh Hien, Deputy Secretary of the City Party Committee; Do Thanh Trung, Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee; and delegates attended the session.

In his opening remarks, Chairman of the City People’s Council Le Van Hieu emphasized that the city had completed nearly three-quarters of the journey toward implementing its socio-economic development tasks and targets for 2026. Looking back on the past nine months, amid many difficulties and challenges, the city socio-economic development continued to achieve positive results, creating an important foundation for fulfilling its targets for the year.

Key indicators for economic growth, budget revenue, exports, cargo throughput at ports, investment attraction and the development of various sectors and fields have basically remained on track with the set plans, with many indicators maintaining solid growth. The cultural and social sectors, healthcare, education, science and technology, and digital transformation have continued to make positive progress; social welfare has been ensured, while national defense and security have been maintained.

While affirming that the results achieved over the past nine months were highly noteworthy, Hieu noted that there were only a little more than three months left until the end of 2026, while many important tasks, projects and targets still needed to be accelerated.

Against this backdrop, in accordance with the direction of the City Party Committee, the City People’s Council organized its 5th session to promptly consider and decide on a number of important issues within its authority.

The session is being held over half a day with a large volume of work. Chairman of the City People’s Council Le Van Hieu noted that very high standards had been set for the quality of the decisions.
