First session of 17th Hai Phong People’s Council to take place on April 20

At its first session, the People’s Council of Hai Phong for the 2026–2031 term will carry out procedures to elect key leadership positions of the People’s Council and the People’s Committee.

The Standing Committee of the People’s Council of Hai Phong has convened a meeting to finalize the agenda for the first session of the 17th-term City People’s Council (2026–2031).

Accordingly, a decision has been issued to convene the first session, which will take place on April 20, 2026, at the City Convention and Performance Center.

At the session, the City Election Committee will report on the election results and the verification of the qualifications of elected delegates to the 17th-term People’s Council. The Council will also carry out personnel work under its authority.

Specifically, the Council will elect key positions, including the Chairperson and Vice Chairpersons of the People’s Council, as well as Heads of its committees. It will also elect the Chairperson, Vice Chairpersons, and members of the People’s Committee; and appoint People’s Jurors for the city-level and regional People’s Courts.

In addition, the Standing Committee of the People’s Council will announce resolutions on the appointment of Deputy Heads and members of its committees.

The session will consider and adopt several important resolutions, including: the working regulations of the 17th-term People’s Council; the plan for regular sessions in 2026; adjustments and supplements to the city’s 2026 public investment plan; updates to the list of land plots for investment projects using land (2025–2026, third revision after administrative merger); extension of the disbursement period for the 2025 central-budget public investment plan to 2026; regulations on expenditure for drafting legal documents; tuition fee levels for the 2025–2026 academic year at public schools that are financially self-sufficient; and lists of land recovery projects serving socio-economic development for national and public interests in 2026, along with other key matters.
