Hai Phong People's Council opens third session

The third session of the 17th Hai Phong People's Council for the 2026 – 2031 term officially opened on the morning of July 27 at the Hai Phong Convention and Performance Center.

In his opening remarks, Le Van Hieu, Deputy Secretary of the city Party Committee and Chairman of the city People's Council, noted that the session coincides with the 79th anniversary of War Invalids and Martyrs’ Day (July 27). On behalf of the city People's Council, he expressed profound gratitude to heroic martyrs, war invalids, sick veterans, revolutionary contributors, and policy beneficiary families for their sacrifices and contributions to the struggle for national liberation, development, and defense.

Emphasizing the extensive agenda and the significance of the issues to be discussed, Hieu said the session would address not only the city's development needs but also long-standing social welfare issues. He called for substantive, high-quality discussions throughout the meeting.

He urged delegates to draw on their professional expertise, carefully study reports submitted by the city People's Committee, appraisal reports by boards under the People's Council, voters’ recommendations, and valuable contributions from former city leaders, members of the Vietnam Fatherland Front Committee, experts, and scientists.

Delegates were asked to thoroughly assess achievements, identify shortcomings and their causes, particularly subjective factors, and propose practical, feasible solutions to finalize the draft resolution on key tasks and solutions for the final six months of 2026. The resolution will serve as an important basis for implementation by the city People's Committee and relevant agencies.

In addition to the socio-economic development resolution, the session will consider and decide on a number of major policies concerning resource allocation, institutional improvements to promote economic development, human resource training, and social welfare.

The session will also allocate time for direct questioning and answering activities in the plenary hall, focusing on construction management and urban development, grassroots cultural and sports development, digital government building, and administrative reform under the management of the Departments of Construction; Culture, Sports and Tourism; and Science and Technology.

Based on the question-and-answer results, the city People's Council will issue a relevant resolution in accordance with regulations, providing a basis for monitoring and supervising the implementation of commitments made after the session.

Addressing the session, Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the city Delegation of National Assembly Deputies, emphasized that the regular mid-year session is of particular importance as it takes place shortly after the successful conclusion of the Party Central Committee's third conference, which adopted a number of strategic decisions.

The session is held as the city accelerates efforts to fulfill its 2026 targets, laying a solid foundation for the successful implementation of the Resolution of the 14th National Party Congress and the Resolution of the first Hai Phong Party Congress for the 2025 – 2030 term.

Following the opening ceremony, delegates continued the agenda of the third session, which is scheduled to take place over two days, July 27 and 28.
