Communes, wards, and special zones in Hai Phong are urgently preparing for the first session of the People’s Council, marking the beginning of the 2026–2031 term of grassroots government.

Timely announcement of elected People’s Council members
To date, communes, wards and special zones across Hai Phong have announced a total of 2,373 individuals elected as commune-level People’s Council deputies. These representatives were elected by voters in their respective localities and will be convened to attend the first session of the commune-level People’s Council for the 2026–2031 term.
At this inauguration session, the newly elected deputies will begin performing their duties immediately. Key tasks include secret ballots to elect principal leadership positions of the People’s Council and the People’s Committee, as well as voting to approve resolutions and other agenda items.
According to regulations, the proposed meeting agenda must be sent to People’s Council deputies together with the decision to convene the first session at least seven days before the opening date.
This session features several new aspects and is held shortly after the election. Therefore, communes, wards and special zones throughout the city are urgently completing preparations to ensure the meeting proceeds on schedule, with all required content approved in time to submit the results of the election of key positions of the commune-level People’s Council and People’s Committee for approval by the Chairperson of the City People’s Council and the Chairperson of the City People’s Committee no later than March 31.
In An Phu Commune, on the afternoon of March 20, immediately after the announcement of elected People’s Council deputies, the Standing Committee of the commune-level People’s Council held a joint meeting to prepare for the first session of the 2nd-term An Phu People’s Council (2026–2031), agreeing to tentatively organize the session on the afternoon of March 26.
“One of the important items to be considered at this session is the report on the election results in the commune and the implementation of personnel procedures. The Culture and Social Affairs Division is closely coordinating with relevant agencies to carefully prepare reports on the election, documents, and especially the personnel submissions that will be reviewed at the meeting,” said Ms. Trinh Thi Ngoc, Head of the Culture and Social Affairs Division of An Phu Commune.
Currently, immediately after the election concluded, communes, wards and special zones across Hai Phong are actively and urgently preparing to organize the first session of the commune-level People’s Council.
