The proportion of young candidates running for commune-level People’s Council seats in Hai Phong has more than doubled the target.

Among the 3,952 official candidates for the 2026–2031 term, 1,282 are under the age of 40, accounting for 32.4%.
Women make up 1,738 candidates, or 44%, also exceeding the target. There are 609 non-Party members, making up of 15.4%. Ethnic minority candidates number 14, equivalent to 0.4%, while 83 candidates are religious followers, accounting for 2.1%.
A total of 1,546 candidates are seeking re-election, representing 39.1%. Two candidates are self-nominated.
In terms of educational background, 1,111 candidates hold postgraduate degrees, or 28.1%. University graduates account for 2,197 candidates, equivalent to 55.6%, while 644 candidates have qualifications below university level, making up 16.3%.
Hai Phong has ensured balance in terms of gender, age, religion and ethnicity, including candidates from working-class, farming and business communities, as well as professional associations, in accordance with regulations.
