Hai Phong People's Council concludes third session

After two days of productive and focused discussions conducted with a strong sense of responsibility, the 17th Hai Phong People's Council officially concluded its third session, the mid-year regular meeting for 2026, on the afternoon of July 28.

Chairman of the city People's Council Le Van Hieu said the session was conducted in an open, candid, and serious atmosphere, with 135 comments made during group discussions, seven speeches delivered in plenary, and question-and-answer exchanges held at the meeting.

Hieu commended delegates for demonstrating democracy, responsibility, and thoughtful contributions while providing objective and comprehensive assessments of the matters submitted for consideration. The discussions highlighted the city's key achievements, identified shortcomings and their causes, and reached consensus on solutions for implementing tasks during the second half of 2026.

The official emphasized that the session adopted 24 important resolutions, including several major policies that have attracted broad public interest. These include adjustments and additions to the city's 2026 public investment plan; relocation of residents from aging apartment buildings to facilitate urban renewal and redevelopment; amendments to land price assessment criteria; criteria for granting visa exemptions to experts and scientists working in the Free Trade Zone under the city's special policy mechanism; etc.

"These decisions are of practical significance and closely aligned with the city's development needs and the well-being of its people. The city People's Council recognizes the efforts of the city People's Committee and drafting agencies in formulating these policies based on comprehensive consideration, ensuring a balance between development needs and available resources, between supporting the business community and enhancing the city's investment attractiveness to create new growth momentum, while also responding to the legitimate aspirations of the people," said Hieu.

The session also held question-and-answer activities on issues related to construction management and urban development; grassroots cultural and sports development; digital government development; and administrative reform, involving the Departments of Construction, Culture, Sports and Tourism, and Science and Technology. A resolution on the questioning session was adopted in accordance with regulations.

To effectively implement the city Party Committee's thematic resolution on economic growth for the second half of 2026 and the 2026 – 2030 period, Chairman of the city People's Council Le Van Hieu called on the Standing Committee of the city People's Council, the city People's Committee, departments, agencies, and local authorities to fully implement the directives issued by the Secretary of the city Party Committee during the session. He urged them to vigorously and comprehensively carry out assigned tasks and solutions, striving to achieve the highest possible results for the city's 2026 socio-economic development targets.
