Efforts to complete tasks in 2026

To realize the aspiration of “Soaring to New Heights in the New Era,” the city has set the 2026 theme as: “Proactive Implementation – Maximized Driving Force – Breakthrough Growth.” Notably, this year the city places “proactive implementation” at the forefront, identifying it as a key, decisive factor. Following the merger, Hai Phong is setting higher expectations and standards for its development. The theme also emphasizes “maximized driving force,” highlighting the city’s role, position, and responsibility in driving the regional and national development.

Entering the 2025-2030 period, the city faces a crucial juncture, where opportunities, conditions, and resources have converged, enabling Hai Phong to accelerate its breakthroughs. A series of key projects and initiatives have been urgently implemented, such as the Lao Cai–Hanoi–Hai Phong high-speed railway line, the new-generation free trade zone, the Southern coastal economic zone, and specialized economic zones, alongside specific mechanisms and policies under the National Assembly’s Resolution 226, generating strong momentum for the city to mobilize resources, attract talent, and secure high-quality investment.

With strong unity and consensus, the city strives to achieve a GRDP growth target of 13% or higher in the 2026-2030 period, aiming for 14%. This ambitious goal requires great determination and effort from the entire political system.

2026, the first year of the 5-year socio-economic development plan for 2026-2030, lays the foundation for obtaining the strategic goals outlined in the Resolution of the First City Party Congress, term 2025-2030. Building on earlier achievements, including 11 consecutive years of double-digit growth and domestic revenue of over 100 trillion VND, Hai Phong City confidently steps into a new era.
