Hai Phong’s National Assembly and the city People’s Council delegations are renewing their supervisory methods, focusing on clearing bottlenecks and strengthening local governance.

Supervision grounded in practical realities
After one year of operating the two-tier local government model, new issues have emerged in organizational structure, decentralization, delegation of authority and coordination mechanisms, requiring more substantive changes in oversight. The city’s National Assembly delegation and the People’s Council’s committees are concentrating on targeted supervision topics tied to the city’s development needs and voter concerns, so they can promptly identify difficulties and recommend improvements to mechanisms and policies.
Specifically, from June to early July 2026, the Hai Phong National Assembly delegation conducted surveys of post-merger operations, organizational rearrangements and the operation of the two-tier local government at multiple central agencies located in the city, including courts, procuracies, banks, tax offices, customs and social insurance authorities.
Based on feedback from these agencies and units, the survey delegation compiled findings and proposed that the National Assembly, the Government, central ministries and the city study amendments and supplements to laws and complete practical, appropriate policies and mechanisms to enhance state management effectiveness and efficiency.
Driving tangible changes

After each survey and supervision activity, the Hai Phong National Assembly delegation and the city People’s Council’s committees consolidate results, issue reports and submit recommendations to competent authorities for consideration and resolution under regulations.
Going forward, beside planned oversight programs, the city’s National Assembly delegation and the People’s Council’s committees will increase targeted surveys, thematic supervision on prominent issues arising from practice or voter feedback. They will also improve follow-up and enforcement of post-supervision recommendations by assigning responsibility to specific agencies and units and publicly disclosing outcomes so voters can monitor progress.
