As of Aug. 1, 2026, Hai Phong will apply a 1.16 adjustment coefficient to income thresholds for eligible buyers and lease-purchasers of social housing, widening access for workers and other low- and middle-income residents.

Hai Phong City People’s Committee has issued a regulation setting the income adjustment coefficient for people eligible to buy or lease-purchase social housing under Clauses 5, 6 and 8, Article 76 of the 2023 Housing Law.
The policy applies to low-income urban residents; workers employed by enterprises, cooperatives and cooperative unions inside and outside industrial parks; and cadres, civil servants and public employees under the law.
The move has drawn strong public interest, especially from people facing housing difficulties, as it partly removes bottlenecks and creates a more open mechanism within the framework allowed by the Government for a special urban area like Hai Phong City.
Hai Phong is also developing a plan to use about VND 4.3 trillion from the local housing fund to buy roughly 4,256 social housing apartments for leasing.
According to city statistics, Hai Phong’s per capita income in 2025 reached about VND 7.122 million per month, compared with the national average of VND 6.002 million, or 1.186 times higher.
