General Secretary and State President To Lam called on the Government to launch a special action plan for the remaining six months of 2026, focusing on removing bottlenecks and strengthening leadership accountability.

The Government held its regular meeting for June and a teleconference with authorities of 34 provinces and cities nationwide on July 4 to look into the socio-economic situation in the first six months of 2026 and work out measures for the latter half to achieve this year’s targets, particularly the goal of double-digit economic growth. Robust socio-economic momentum across most sectors
Second-quarter GDP is estimated to have grown 8.39%, bringing six-month growth to about 8.18%, the highest since 2011. Industry-construction and services accounted for more than 88% of growth. Nine localities posted two-digit growth, in which, Hai Phong ranked third with growth of 11.33%. About 169,800 businesses entered the market nationwide, up 11.2%. Retail sales and consumer service revenues rose 12.9%. Tourism received 12.25 million international visitors, an increase of nearly 15%, the highest on record. Total social investment exceeded VND 1.8 million billion, up nearly 13%. Registered FDI topped USD 34.6 billion, up 61%, while disbursed FDI reached nearly USD 13.03 billion, up 11.2%.
Institutional reform accelerated with 338 legal documents issued, cutting administrative processing times by about 55% and reducing more than 53% of business conditions. Infrastructure investment continued, with 395 km of expressways opened and construction started on five urban rail lines in Hanoi. Average worker income reached roughly VND 9 million per month, up about 8.6%. Education, health, culture, defense, security and foreign affairs all recorded positive outcomes.
Removing implementation bottlenecks to spur growth.
Addressing the Government's regular meeting for June and a teleconference with authorities of all localities nationwide, General Secretary and State President To Lam said 2026, the first year of implementing the Resolution of the 14th National Party Congress and also the start of a new development phase, requires the entire political system to act with greater urgency to deliver fast, sustainable and self-reliant development while strengthening economic resilience and improving people's living standards.
He commended the Government, ministries, sectors, localities, businesses and the public for maintaining socio-economic stability despite global uncertainties and for successfully carrying out many new, difficult and unprecedented tasks during the first half of the year.
General Secretary and President Lam asked the Government to further review and reallocate public investment funds from projects unable to spend their budgets to those capable of faster implementation. He also called for clear assessments on growth quality, employment and household incomes to improve policymaking and forecasting.
He called on the Government to launch a special action plan for the remaining six months of 2026. He said a forthcoming resolution of the Party Central Committee will define Viet Nam's development model for the next stage, and it will place emphasis on the goal of maintaining stable economic growth.

Firm commitment to double-digit growth
Following To Lam’s guidance, Prime Minister Le Minh Hung directed ministries and localities to urgently and decisively implement the Party’s 14th Congress’s resolution and related central decisions; quickly finalize key draft laws. The Prime Minister reaffirmed the Government’s firm target of achieving double-digit economic growth in 2026 and in the 2026–2030 period, while maintaining macro stability and controlling inflation. Ministries and localities are instructed to follow the Government’s operating scenarios under Resolutions No. 168/NQ-CP and 169/NQ-CP; review and assign clear responsibilities and timelines for each task.
After the conference, the Government Standing Committee will work with low-growth localities, credit institutions and the business community to promptly remove difficulties and obstacles, aiming to fully achieve the 2026 socio‑economic development targets.
