Hai Phong to start at least one State‑funded rental housing project

Hai Phong will allocate local budget funds and ready, fully serviced land to launch at least one State‑funded rental housing project.

The city’s People’s Committee Chairman has instructed the Department of Construction to examine allocation of local budget resources and cleared land to kick off at least one rental housing project using State funds.

This directive is part of broader measures to accelerate rental housing development in 2026 and the 2026–2030 period.

Under the plan, the Department of Construction must identify local budget sources and suitable plots already equipped with infrastructure to begin at least one State‑funded rental housing project, and fast‑track investment in such projects during the third and fourth quarters of 2026.

The department is responsible for reviewing and assessing rental demand among different beneficiary groups in the city; preparing a development plan for rental housing for 2026 and the 2026–2030 period; and ensuring the plan specifies clear objectives, a project list, implementation timelines and mobilizable resources.

The city also requires prompt activation and effective operation of the local housing development fund to generate capital for building homes for rent.

In addition, the Department of Construction must review planning and allocate land for rental housing and social housing, prioritizing urban centres, strategic growth areas, industrial zones, economic zones, and urban renewal areas.

Hai Phong further instructed authorities to regularly urge investors to accelerate social housing projects to meet the government’s 2026 targets; review progress on the national plan to build at least 1 million social housing units nationwide for 2021–2030 within the city.
