Hai Phong continues to study and implement solutions to effectively carry out Resolution No. 68

On the afternoon of March 11, Mr. Le Trung Kien chaired a meeting to hear reports on the implementation of Resolution No. 68 issued on May 4, 2025 by the Politburo regarding the development of the private sector in Hai Phong. The meeting was attended by representatives of relevant departments, sectors, agencies, and several localities.

After listening to reports from departments, agencies, and localities on the progress of tasks related to the implementation of Resolution 68, Vice Chairman Le Trung Kien acknowledged that the resolution has been actively implemented and is gradually taking effect, achieving several initial results. However, to accomplish the set objectives, many tasks still require strong focus and close coordination among city departments, sectors, and local authorities, with a spirit of proactiveness, innovation, creativity, and strong determination.

Vice Chairman of Hai Phong People’s Committee, requested city departments and sectors to continue improving the investment and business environment; strengthen meetings, dialogues, and support for businesses; and establish a “green channel” mechanism in handling administrative procedures to facilitate the establishment and development of private enterprises.

The Vice Chairman also assigned the Hai Phong Department of Finance to advise on specific solutions to achieve the target of 87,000 operating enterprises in the city by 2030. Based on this goal, the city will incorporate it into its growth scenario and focus on effective direction and management.

The department will act as the focal point for collecting and summarizing difficulties and obstacles faced by businesses, reporting them to the city authorities for timely resolution. It will also propose commendations for outstanding and exemplary enterprises to promote emulation within the business community, and study policies to support small and medium-sized enterprises (SMEs).

In the near future, from now until April 15, the Hai Phong Department of Finance will take the lead in organizing a conference to connect supporting industry enterprises.

The Hai Phong Department of Science and Technology was tasked with proactively proposing solutions and programs to promote innovation, support the development of science and technology enterprises, and strengthen international cooperation. Meanwhile, the Hai Phong Department of Industry and Trade will coordinate with the Hai Phong Department of Finance, the Hai Phong Department of Agriculture and Environment, and the Hai Phong Department of Construction to organize investment promotion programs. These agencies will also compile and regularly update lists of land areas inside and outside industrial parks that are available for investment projects in line with planning, while publicly disclosing this information to ensure equal access to land for investors and attract businesses interested in investing in Hai Phong.

Local authorities were asked to strengthen communication on the implementation of Resolution No. 68, encourage household businesses to transition into enterprises, and adopt specific measures to promote the establishment of new businesses while supporting existing enterprises to operate effectively. They are also required to review companies operating in their areas that do not fulfill tax obligations locally.

The State Bank of Vietnam (Region 6), together with credit institutions, tax authorities, non-state financial funds, and relevant agencies, will coordinate to establish mechanisms for information sharing, expand credit limits, and offer preferential interest rates to support small and medium-sized enterprises and household businesses in accessing loans for production and service activities.

Meanwhile, Hai Phong Newspaper and Radio and Television will develop special columns and programs and increase airtime to widely promote the implementation of tasks related to Resolution No. 68 across the city.

According to a report from the Hai Phong Department of Finance, following the issuance of Resolution No. 68 by the Politburo on the development of the private sector, communication efforts on the content, significance, and importance of the resolution have been widely implemented by city departments, sectors, and local authorities through various forms.

Hai Phong has also actively carried out the tasks assigned under Resolution No. 138 issued on May 16, 2025 by the Government of Vietnam, which promulgates the Government’s action plan to implement Resolution 68.

In particular, the city has focused on fully applying digital transformation to significantly reduce the time required to handle administrative procedures, cut legal compliance costs and business conditions, and provide public services for enterprises regardless of administrative boundaries. Support activities and dialogues with businesses have been conducted in a timely manner, and most assigned tasks have been completed according to schedule.

The number of household businesses transitioning into enterprises has shown positive progress, contributing to an increase in newly established companies compared with the same period.

In the first two months of 2026 alone, the city recorded 1,311 newly registered enterprises with a total registered capital of VND 9.491 trillion, representing an increase of 48.4% in the number of enterprises and 90.2% in registered capital compared with the same period in 2025.

As of the end of February 2026, Hai Phong had 52,225 operating enterprises with a total registered capital of VND 1,384 trillion.
