The 16th Hai Phong People’s Council held the final working day of its 32nd session (the year-end regular session) on December 11.
In his closing remarks, Chairman of the city People’s Council Le Van Hieu emphasized that despite the many fluctuations in 2025 due to the restructuring of the organizational apparatus, the Party organization, authorities, armed forces and residents of the city remained united, focused on leadership and administration, harnessed the combined strength of the great solidarity bloc, ensured political stability and achieved comprehensive and positive socio-economic development results.

Assessing the outcomes of the session, Hieu said the city People’s Council had discussed and approved 48 resolutions. These are important mechanisms and policies that will have wide-reaching impact, serving as a driving force for socio-economic development, supporting governance at all levels and addressing urgent public concerns.
To ensure that the resolutions are implemented effectively, the Chairman of the city People’s Council suggested that immediately after the session, the city People’s Committee urgently organize the execution of all newly approved resolutions, closely follow the key tasks and solutions set out in the resolutions on socio-economic development in 2026 and the development plan for 2026 – 2030, ensuring the earliest, fastest and most effective implementation.

This includes restructuring the economy in tandem with renewing the growth model, enhancing productivity, quality and efficiency; promoting the development of the private sector; and accelerating the application of science and technology, innovation and digital transformation.
The city will focus on supporting industrial production in line with high technology, green industry and digital industry, creating new breakthroughs in economic development. It will also pursue harmonious and synchronized development between the economy and socio-cultural fields, ensure national defence and security, prioritize social welfare and improve the material and spiritual well-being of residents.
The Chairman of the city People’s Council also noted the need to organize activities celebrating major holidays, anniversaries and festivals across the city; promote grassroots-level cultural and sports movements; effectively implement the cultured lifestyle building movement; and work towards building a socialist model aligned with the heroic spirit and cultural heritage of the city.
