The 16th Hai Phong People’s Council convened its 32nd session, the final regular meeting of 2025, on December 9 at the city Convention and Performance Center
In his opening remarks, Chairman of the city People’s Council Le Van Hieu emphasized that this year-end session will review a wide range of important city-level issues.
Looking back on 2025, Hieu stressed that Hai Phong, together with the rest of the country, had taken strong steps in restructuring the administrative apparatus, merging provincial-level administrative units, and operating the two-tier local government model.
Socio-economic development tasks in the new context presented both opportunities and challenges, requiring Hai Phong to maintain high growth while ensuring an efficient and uninterrupted administrative system.
Under the leadership of the city Party Committee, Standing Members of the city People’s Council remained united and worked closely with the city People’s Committee to effectively implement its working programs. This regular session will conclude the achievements of 2025, review the difficulties and challenges of the year as well as of the entire term.
Reviewing major policy issues

Chairman of the city People’s Council Le Van Hieu stated that aside from discussions on socio-economic development, national defense and security, budget revenues and expenditures, and public investment, the People’s Council will adopt several special mechanisms and policies.
The council will review reports and approve 47 resolutions under four key groups of issues and assess the implementation of socio-economic development plans and political tasks for 2025 and the 2021 – 2025 period.
The council will continue reviewing thematic resolutions to concretize Central-level policies, creating mechanisms to unlock potential, promote socio-economic development, and meet the operational requirements of the two-tier local government model, focusing on finance, budget, public investment, land price frameworks, and lists of projects requiring land recovery according to regulations.
These matters follow the city Party Committee’s consistent direction to issue timely new policies that best support social welfare; promote inclusive, balanced, and sustainable development across all areas; remove bottlenecks in policies and legal regulations; and encourage civil servants to improve productivity and work quality.
The council will conduct a question-and-answer session on construction order, traffic congestion, access to social housing, household and solid waste treatment, procedures for issuing and renewing land-use right certificates, shortages of public schools and classrooms, digital transformation, and administrative reform.
The session will also consolidate leadership positions to ensure timely and effective governance.
The 32nd session of the 16th Hai Phong People’s Council is scheduled to take place over 2.5 days.
