11 resolutions have been adopted by the 16th Hai Phong People’s Council at its 31st session with high consensus.

After half a day of active and urgent working with a high sense of responsibility, the 16th Hai Phong People’s Council completed its agenda and successfully concluded its 31st session on the afternoon of November 13.
11 resolutions were adopted at the session. Among them, five are in the urgent group with direct impact on the implementation and completion of the city’s socio-economic development targets and tasks for 2025 and the 2021–2025 period, while also laying the groundwork for tasks in the following phase. These include: adjusting the public investment plan for the 2021–2025 period and for 2025; using the bonus revenue exceeding the estimates from revenue-sharing between the Central and local budgets in 2024 in accordance with the Law on State Budget and reinvesting under the special mechanism; providing funding to carry out certain national defense and security tasks in 2025...

The remaining six resolutions are policy-related, with practical significance and direct relevance to the city’s activities and residents’ lives, such as: regulations on tuition fees for public preschool and general education institutions in the city starting from the 2025–2026 academic year; support for animal disease control; support for the protection of rice land; and regulations on certain spending levels for environmental protection activities in the city…

Delivering the closing remarks, Chairman of the city People’s Council Le Van Hieu affirmed that the resolutions were adopted with high consensus, reflecting the sense of responsibility and close, timely coordination between the city People’s Council and People’s Committee in addressing urgent tasks. This, he said, contributes to improving the effectiveness of governance at all levels, creating a solid foundation for socio-economic development, ensuring social welfare and improving local living standards.

The Chairman of the city People’s Council called on departments, agencies, units and localities to uphold their sense of responsibility and remain proactive and creative in implementation to bring the resolutions into practice.
