Secretary of the Hai Phong Party Committee Le Tien Chau has required localities to proactively address difficulties in applying the two-tier local government model and swiftly put the Party Congress’s resolution into practice.
Secretary of the Hai Phong Party Committee Le Tien Chau presided over a working session of the city delegation on the situation and outcomes of the operation of the two-tier local government, Party building, socio-economic development, and national defense and security in the communes of Vinh Bao, Vinh Thuan, Vinh Hoa, Vinh Thinh, Vinh Hai, Vinh Am, and Nguyen Binh Khiem.
Secretary of the city Party Committee Le Tien Chau acknowledged and praised the Party committees and authorities of the communes for their efforts in implementing the two-tier local government model over the past time.
The localities promptly and seriously carried out tasks assigned by the Central and city bodies, achieving initial results that meet the expectations of the people. Socio-economic development remained stable and continued to grow. Attention was paid to Party and political system building, social welfare was ensured, security and order were maintained, etc.
The Secretary of the city Party Committee required the localities to continue strictly implementing the Central government’s guidelines and the city Party Committee’s and People’s Committee’s directives, plans, and programs and regularly and promptly coordinate with the city departments and agencies in their respective fields to resolve difficulties and bottlenecks in the process of operation and task execution.
Regarding the implementation of the Party Congress’s resolution for the 2025–2030 term at the local level, the Secretary of the city Party Committee tasked the Standing Boards of the local Party Committees with urgently finalizing and issuing action programs to implement the resolution in accordance with the “six specifics” principle, to be completed in September 2025.
The Secretary of the city Party Committee also noted that the localities should continue to summarize and resolve policies for non-specialized workers at commune and hamlet levels; pay attention to applying technology to change working methods, with leaders taking the lead in digital transformation and technology adoption; focus on guiding agencies and units to achieve the 2025 socio-economic development targets; implement administrative boundary mapping for communes; and coordinate in planning and adjusting plans.
It is necessary to accelerate the progress of driving projects, model new-style rural projects, industrial park and cluster development projects, and transport projects; proactively implement decentralized and delegated tasks; and resolve issues of waste management and rural clean water supply.
The Secretary of the city Party Committee assigned the Department of Home Affairs to urgently advise the city People’s Committee on funding guidelines and contracts to fill missing positions in communes; and coordinate with the Department of Justice and relevant departments to quickly complete procedures for additional average income payments under Resolution 226.
The Department of Construction was tasked with completing the proposal on renovating commune People’s Committee offices for submission to the city People’s Committee for approval.
The Department of Finance will lead and coordinate with departments and agencies to proactively propose a public investment plan for 2026–2030, study support mechanisms for cadres on secondment to remote areas, and allocate capital for the renovation of Nguyen Binh Khiem relic site during 2026–2030…
Earlier, Secretary of the city Party Committee Le Tien Chau and the delegation inspected the operation of Public Administration Service Centers and working facilities in Vinh Hai and Vinh Am communes; checked projects in the seven communes; offered incense and flowers at Nguyen Binh Khiem temple; and listened to a report on preparing a dossier to nominate Nguyen Binh Khiem for UNESCO recognition.
