Politburo Member and Permanent Member of the Party Central Committee's Secretariat Tran Cam Tu has attended the first Party Congress of Hai An ward, Hai Phong city for the 2025 – 2030 term.
The Party organization of Hai An ward held its first Party Congress for the 2025 – 2030 term on July 23 morning as a model ward-level congress of Hai Phong city.
Politburo Member and Permanent Member of the Party Central Committee's Secretariat Tran Cam Tu attended and delivered a keynote speech at the congress.
Defining development goals in the new growth space
In his remarks, Politburo Member and Permanent Member of the Party Central Committee's Secretariat Tran Cam Tu expressed his pleasure at attending the congress, which marks the first term of the ward Party Committee since the restructuring and merger of local administrative units, which ushers in a new stage of solidarity, innovation, and sustainable development.
He called on the ward Party Committee to fully exploit its advantages and seize opportunities to develop industry, services, and logistics and expand green, civilized, and sustainable coastal urban space, especially from key traffic and urban projects like Ring Road 2, a high-speed railway, and the cargo terminal of Cat Bi international airport, to propel Hai An forward.
Tu also suggested several strategic orientations for the ward Party Committee to study and discuss. These include prioritizing economic growth centered on services, trade, and logistics in alignment with modern urban development; effectively utilizing potential and advantages of infrastructure, especially ring roads, urban areas, and the airport; identifying and addressing bottlenecks; and investing in cultural institutions, healthcare, education, and green space to improve the quality of people’s lives.
Applying modern, transparent, and people-centered governance method
Emphasizing the ward's direct administrative role with the people, Permanent Member of the Party Central Committee's Secretariat Tran Cam Tu stressed the need for a strong shift in its governance method toward modern, transparent, and service-oriented administration. Within the two-tier local government model, officials must be close to the people, understand their needs, and serve them effectively, with strong professional competence and digital skills.
The official also suggested acceleration of administrative reform, improvement of the investment environment, and efficient interaction with citizens and enterprises.
He urged the newly-elected Party Committee to promptly translate the congress’s resolution into clear, actionable programs with defined responsibilities and feasible roadmaps, streamline the organizational apparatus, align the ward’s spatial planning with the city's overall plan, and proactively mobilize resources and attract investors for effective implementation of the tasks.
Achieving 100% of the congress’s resolution targets
In her opening speech, Nguyen Thi Thu, Secretary of the ward Party Committee cum Chairwoman of the ward People's Council, stressed that the congress took place at a time of major national, city, and local transitions, especially the overhaul of the two-tier local government model. The congress thus marks an important beginning for the development journey of the ward Party organization, administration, and people, Thu said.
With many advantages and room for growth, Hai An ward achieved an average annual economic growth rate of 30.8% in the last term. Its economic scale increased 3.4 times. Budget revenue exceeded 8.5 trillion VND, 147% higher than the target set by the previous congress, placing it among the city's top wards for revenue and allowing the ward to self-balance its budget for years.
Concretizing vision for comprehensive development in the new term

The congress passed a resolution with high consensus, setting 15 key targets, 13 major tasks, and 4 strategic breakthroughs, reflecting the comprehensive development vision and aspirations of the ward Party organization and people in this new period.
Key goals for the 2025–2030 term include developing the service sector, especially airport and post-port logistics, ensuring well-connected transportation infrastructure and green, civilized, and modern coastal urban areas, and taking the lead in digital transformation.
After two days of urgent, serious, and responsible working, the first Hai An ward Party Congress for the 2025–2030 term concluded successfully, fulfilling all agenda items.
