Hai Phong remains steadfast in high growth target

The Party Congress of Hai Phong city will not only review achievements in the 2020 – 2025 tenure but also set out goals, directions, tasks, and solutions for the city’s development in the new phase.

According to the draft political report to be submitted to the congress, the city aims for GRDP growth in the 2026 – 2030 period to average 13%/ year or higher, striving to reach 14%/ year. This growth rate is higher than the targets projected for other Centrally-run cities such as Ha Noi (10.5%), Ho Chi Minh city (10 – 11%), or Da Nang (11%).

Although challenges remain, the set growth target has a solid basis for realization. In the 2020 – 2025 tenure, both Hai Phong and Hai Duong, before merger, maintained high growth momentum despite difficulties. Particularly, Hai Phong’s GRDP for 2021 – 2025 was estimated to increase by an average of 11.39%/ year, marking 10 consecutive years of double-digit growth; meanwhile, the former Hai Duong province’s GRDP grew by an average of 9.8%/ year, among the highest nationwide.

The city is now facing a historic opportunity with favorable timing, conditions, and resources for breakthrough development. Its economic and demographic scale, position as a Northern growth pole, and strategic maritime gateway have been affirmed. Moreover, special mechanisms and policies under the National Assembly’s Resolution 226 provide an exceptional institutional framework, enabling the city to be more proactive in mobilizing resources, attracting talent, and leading high-quality investment flows.

Groups of tasks and solutions to achieve the growth target have been clearly defined. They include boldly renewing the growth model, restructuring the economy, and accelerating industrialization and modernization with science, technology, and innovation as the main drivers; significantly improving the business and investment environment and developing all economic sectors; strengthening fiscal discipline; mobilizing and effectively utilizing resources; etc.

The city has also identified five strategic breakthroughs for the 2025 – 2030 tenure to realize its goals, including the growth target.

At a recent press conference on the 1st city Party Congress, Nguyen Quang Phuc, Member of the Standing Board of the city Party Committee, Head of the committee’s Propaganda and Mass Mobilization Board, affirmed that the information and assessments in the report are based on specific data. The targets for the 2025 – 2030 tenure were built on scientific and feasible grounds, with balanced resources. They reflect both advancement and the political determination of the city Party organization to fulfill tasks and targets at the highest level, with a breakthrough spirit worthy of the city’s role as a key driver of national development.

Remaining steadfast in the high growth target contributes to realizing the goal of turning Hai Phong into a modern, civilized, ecological, and worth-living industrial port city in Southeast Asia by 2030. It will be a pioneer in industrialization, modernization, digital transformation, green transition, and innovation; a leading national hub for maritime economy, high-quality tourism, services – logistics, and clean energy; and an international center for marine science and technology training, research, application, and development.

The material and spiritual lives of the people will be improved, with comprehensive social security and welfare comparable to exemplary cities in the region, along with strong national defense, security, and social order.
