Hai Phong eyes National Assembly’s support in maintaining high growth rate for 2026–2030

Hai Phong city has proposed that the National Assembly, the Government, and ministries increase the annual allocation of public investment to ensure the city’s high growth target for the 2026–2030 period.

On the afternoon of September 8, Vice Chairman of the National Assembly Nguyen Duc Hai, together with a delegation from the National Assembly’s Economic and Financial Committee, led by its Chairman Phan Van Mai, worked with the Hai Phong People’s Committee on matters related to the 2025 socio-economic development plan and the proposed 2026 plan; the disbursement of the State budget and public investment; the operation of the two-tier local government model; and several issues concerning finance and budgeting.

Opening the meeting, Standing Deputy Secretary of the city Party Committee Do Manh Hien provided an overview of the city’s socio-economic achievements and reaffirmed the determination of the Party, government, and people of Hai Phong to accomplish the 2025 development targets.

The city proposed that the National Assembly, the Government, and ministries increase the annual allocation of public investment to ensure the city’s high growth target for the 2026–2030 period; provide support and guidance in implementing special mechanisms and policies under Resolution 226/2025/QH15; and soon issue regulations on the establishment and reorganization of public service units under commune-level People’s Committees when applying the two-tier local government model.

Vice Chairman of the National Assembly Nguyen Duc Hai acknowledged and praised Hai Phong’s achievements, particularly following its merger with Hai Duong province. He emphasized that to become a true growth engine for the region and the country, Hai Phong must clearly identify opportunities and challenges in the 2026–2030 period, and promptly adopt concrete solutions to maintain high growth and contribute more to the national budget.

To successfully realize the 2025 plan and lay a solid foundation for the 2026–2030 period, Hai suggested that Hai Phong focus on achieving the highest possible results for the current targets and tasks, while building a clear long-term vision, positioning its role within regional and national linkages, and aligning its planning with strategic economic corridors.

The city must quickly review, integrate, and update planning to ensure consistency with regional, national, and sectoral plans, thereby maximizing its advantages in seaports, industry, and logistics, Hai noted.

Concluding the meeting, Chairman of the National Assembly’s Economic and Financial Committee Phan Van Mai expressed hope that Hai Phong would promptly concretize the mechanisms and policies issued by the National Assembly and the Government for the city, especially Resolution 226 on piloting special mechanisms and policies for Hai Phong’s development.

The committee supports the city’s proposals and will study and address issues within its jurisdiction, while accompanying Hai Phong in submitting recommendations that fall under the authority of the National Assembly and Government.

Speaking at the meeting, Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan affirmed the city’s serious commitment to the guidance of Vice Chairman Nguyen Duc Hai and the delegation.

Quan stressed that the city will focus on maintaining high and sustainable growth, striving for a GRDP growth rate of 12.35% in 2025, surpassing the Government’s target. He also called on the delegation to propose that the National Assembly and Government promptly address local difficulties to create momentum for Hai Phong’s rapid and sustainable development in the coming period.
