Hai Phong’s socio-economic development remained stable in July and the first seven months of 2025, with seven out of nine targets projected to meet or surpass the city’s scenario.
The Hai Phong People’s Committee held its regular monthly online meeting on the afternoon of July 31 to review socio-economic performance in July and the first seven months of the year, and to outline tasks for August and the remaining months of 2025.
The city maintained good momentum across several sectors in the first seven months of the year. Among the nine socio-economic indicators, seven was estimated to meet or exceed the growth targets. These included total local budget revenue, export turnover, volume of goods through the port, tourist arrivals, proportion of nationally standardized schools, number of newly registered enterprises, and the number of completed social housing units. Hai Phong also made initial progress in stabilizing infrastructure and personnel to ensure smooth operation of the two-tier local government model.
The city successfully hosted the third meeting of the APEC Business Advisory Council (ABAC III) and the 2025 investment promotion conference held on the sidelines of the event. In addition, Yen Tu – Vinh Nghiem – Con Son, Kiep Bac relic and landscape complex was officially recognized as a World Heritage site. Social welfare continued to be prioritized, and national defense and security were firmly maintained.
For the rest of the year, Hai Phong is determined to fulfill and surpass its 2025 growth targets. Specifically, the city aims for GDP growth of 13.92% in the third quarter and at least 12.85% in the fourth quarter. In the remaining five months, Hai Phong will strive to collect over 53.499 trillion VND in state budget revenue, attract 3.5 – 3.6 billion USD in foreign direct investment, and reach 22.6 billion USD in export turnover.
Speaking at the meeting, Chairman of the city People’s Committee Le Ngoc Chau emphasized the major tasks ahead for socio-economic development in the final months of the year.
He instructed all departments, sectors, localities, and units to closely monitor and adhere to the disbursement scenario for the second half of 2025, and accelerate the implementation of public investment projects, with the goal of disbursing more than 100% of the capital allocated by the Prime Minister. He also urged swift preparation of detailed plans for establishing a free trade zone and a specialized economic zone in Hai Phong within the year, while studying new solutions to expand local revenue sources.
The Chairman also called on communes, wards, and special zones to speed up site clearance for investment projects, both those funded by the State and by private sources, ensure timely disbursement of public investment funds, and intensify efforts to collect local budget revenue, with the goal of exceeding all assigned targets.
