Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan has directed relevant units to accelerate procedures to ensure the Hai Phong LNG power plant project starts construction this September.
Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan had a field survey and heard reports on site clearance for the project to develop the infrastructure of Tan Trao industrial park (phase 1) in Kien Hung and Nghi Duong communes on the afternoon of September 13.
After inspecting the planned construction area, particularly the site of a LNG power plant, the Standing Vice Chairman highly appreciated the local authorities’ efforts in speeding up site clearance with strong public consensus. This, he emphasized, provides an important foundation for the project’s progress.
Quan stressed that the Hai Phong LNG power plant, invested in by Vingroup, is a key strategic project for the city’s development. He required the investor, relevant units, and local authorities to urgently complete procedures to ensure construction begins by the end of September 2025.
As planned, site clearance for the project area must be completed before September 15, land allocation procedures finalized by September 18, and the environmental impact assessment completed. Power, water, and telecommunications units will coordinate to prepare infrastructure for the groundbreaking ceremony.
By September 22–23, all essential procedures must be fundamentally completed and reported to the Prime Minister, ensuring the project meets conditions for commencement.
The construction of Tan Trao industrial park (phase 1) was approved by the city People’s Committee under Decision No. 1799 dated June 11, 2025. The project covers 226.79 ha of land, with a total investment of more than 4,000 billion VND, and will be implemented over five years (2025–2030) to complete procedures, site clearance, and technical infrastructure construction, and attract investors.
The Hai Phong LNG power plant, located within Tan Trao industrial park, will occupy over 98.5 ha of land with a designed capacity of 4,800 MW, including 1,600 MW in phase 1 and the remaining capacity in phase 2.
The project aligns with Hai Phong’s master plan as part of the southern coastal economic zone, with favorable connections to seaports, airports, and road and rail networks.
