Refining Hai Phong master plan toward marine megacity

Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the City National Assembly Delegation, chaired a meeting of the Standing Committee of the City Party Committee on August 6 afternoon to hear and comment on the implementation progress and content of Hai Phong master plan to 2050, with a vision to 2075.

The master plan is being developed in the context of significant changes to the city’s local government structure, space and development model following the merger. It aims to translate the city’s development goals for the new period into concrete planning, meeting the need to restructure urban space, infrastructure, land use and sustainable development.

According to the orientation set out in the conclusion of Party General Secretary and President To Lam at his meeting with the Executive Committee of the Hai Phong Party Committee on March 16, 2026, Hai Phong is expected to establish a modern marine economic structure, with its seaport system and logistics network serving as the core, by 2030.

Between 2045 and 2050, the city is envisioned to become an industrial and service port city of Asian stature and a national center for marine economy, logistics, clean energy and marine science and technology.

Looking ahead to 2075, Hai Phong aims to become a globally competitive marine megacity and a hub for trade, logistics and marine economy in East Asia.

Under the plan, the city will be developed as a unified regional economic system featuring a multi-layered, interconnected and open spatial structure. The planning framework is based on a model of two centers, three dynamic corridors, three transit-oriented development (TOD) zones, four economic zones and five landscape corridors.

Concluding the meeting, Secretary of the City Party Committee Le Ngoc Chau asked the consulting unit to fully incorporate comments raised during the meeting and continue reviewing and updating Central bodies’ resolutions and conclusions related to Hai Phong to further refine the master plan.

Chau also noted that the plan improvement should maximize the city’s potential, advantages, natural conditions, climate, land and cultural values while ensuring a long-term vision aligned with practical conditions and development requirements in the new period. International experience should be studied selectively and adapted to Hai Phong’s specific characteristics.

The master plan should also further examine climate change adaptation measures, take into account the growth rates of population and human resources, and carefully define the implementation roadmap and phasing.
