Hai Phong announces adjustment to city master plan for 2021-2030 period, vision to 2050

On January 9, the Hai Phong City People's Committee announced the decision adjusting the city master plan for the 2021-2030 period, with a vision to 2050.

The city master plan sets clear targets for Hai Phong to become a modern industrial port city by 2030—civilized, eco-friendly, and highly livable on a Southeast Asian scale. The city will pioneer industrialization, modernization, innovation, digital transformation, and green development. Hai Phong aims to serve as Vietnam's foremost hub for marine economy, high-quality tourism, logistics-services, and clean energy, alongside an international center for training, research, application, and marine science-technology development, while leading in building socialist models centered on socialist human values.

By 2050, Hai Phong will become a modern, smart, eco-friendly industrial port city with global connectivity and world-class livability.

The city will serve as a premier marine economic center, key national and international seaport-logistics hub, high-quality tourism destination, and global facility for science-technology training, research, application, and development, especially marine technologies. Residents will enjoy material and spiritual living standards matching Asia's and the world's leading cities.

To achieve these targets, Hai Phong identifies 15 priority tasks and 3 breakthroughs in institutional reforms, strategic-modern infrastructure, and high-quality human resources. The plan outlines 7 solutions covering resource mobilization, workforce development, interlinked development policies, environmental protection and climate adaptation, science-technology with digital transformation, and enhanced state administrative efficiency.
