Hai Phong seeks to raise its maritime profile

Hai Phong is gradually evolving from a city with a major port into a maritime economic hub capable of connecting markets, creating value and competing on the regional and international stage.

Hai Phong is entering a new phase of development with a larger economic footprint and a stronger international profile. Building on its historical legacy and tradition of resilience, the port city is seeking to make full use of its gateway location and modern logistics infrastructure as it seeks to become a globally competitive international maritime hub.

ers at Hai Phong Port emerged as an important force in the labor movement. Struggles for workers’ rights and against oppression and exploitation took place in and around the port. From there, the revolutionary spirit gradually spread, helping shape the resilience of Hai Phong’s people.

During the two wars of resistance against foreign invasion, the city's strategic gateway location made Hai Phong a key target. The port served both as a gateway for international aid, including machinery, supplies and food for northern Vietnam, and as a base for sending personnel and material support to the southern battlefield.

Despite heavy bombing and shelling, port officials and workers continued to “produce while fighting.”

After the country's reunification, and particularly during the reform period, that revolutionary tradition evolved into a more dynamic and innovative approach. Hai Phong's port advantage was gradually unlocked, becoming a catalyst for rapid growth in industry, logistics and international trade.

Goods from major economic centers across northern Vietnam converged on Hai Phong before being shipped to global markets, helping establish the city as one of Vietnam's key growth engines.

The challenge today is to make the most of the city's international gateway position, using the port as a driver of economic expansion and greater competitiveness.

Opening the gateway to global markets

The opening of deep-water terminals at Lach Huyen has enabled Hai Phong to make greater use of its position as an international gateway. Direct mainline services to Europe and the Americas have been added, shortening transit times, reducing shipping costs for imports and exports and integrating the city more deeply into global maritime networks.

The progress was highlighted in 2025, when Hai Phong's port system ranked 13th in the Container Port Performance Index (CPPI), up 17 places from the previous year.

In June, the Hateco International Container Terminal received the Mazt Maersk, a nearly 400-meter-long vessel with a capacity of more than 213,000 DWT, underscoring the port's ability to handle some of the world's largest container ships.

To create room for longer-term growth, the city is also expanding its economic space beyond the port.

Plans for a Southern Economic Zone and a free trade zone linked to the Lach Huyen and Nam Do Son port systems are expected to increase the value generated along the cargo flows passing through the city's ports.

Under the General Planning Task for Hai Phong to 2050, with a vision to 2075, approved by the Prime Minister under Decision No. 423/QD-TTg on March 11, 2026, Hai Phong is to develop into a modern, smart maritime city with international competitiveness and the capacity to generate wider economic spillovers.

The city is also designated as a special seaport city and a major industrial, logistics and integrated services hub, with a role as a national and international trade gateway.

Professor Phan Van Truong, an international trade expert, said Hai Phong's deep-water port advantage gave the city a distinctive position in global trade networks.

Hai Phong needs to build a broader ecosystem behind the port, spanning logistics, industry and value-added services, to turn cargo flows into value creation and strengthen its position in global supply chains, he said.

A port advantage can become a genuine source of strength only when it is reinforced by infrastructure, logistics, industry and services.
