Industrial parks and economic zones drive growth

With Hai Phong targeting GRDP growth of at least 13%, the city's industrial parks and economic zones continue to serve as key engines of economic expansion.

Reinforcing role as growth drivers

Despite continued uncertainties in the global economy, Hai Phong's economic zones have maintained their position as a major driver of the city's growth. In the first six months of 2026, Hai Phong's GRDP was estimated to increase by 11.33%, ranking third nationwide. The city's industrial parks and economic zones attracted approximately USD2.931 billion in foreign direct investment (FDI), accounting for nearly 95% of Hai Phong's total FDI inflows and reaffirming their appeal to high-tech investment.

The significance lies not only in the scale of investment but also in its quality. Among the highlights was the newly licensed USD1 billion semiconductor substrate manufacturing project by LG Innotek, marking another milestone in the growing wave of high-tech investment by global corporations in Hai Phong. Together with investment promotion activities in South Korea, Singapore, China and many other key markets, the result has further strengthened international investors' confidence in the city's business environment.

Alongside foreign investment, major domestic projects continue to choose Hai Phong as their destination. Recently, the Hai Phong Economic Zone Authority granted an investment registration certificate for Thuan Hung Packaging Paper Manufacturing Plant in Tien Thanh Industrial Park, with a total investment of nearly USD280 million. The launch of such a large-scale project as Tien Thanh Industrial Park begins welcoming secondary investors further demonstrates the attractiveness of the city's new industrial parks while expanding its industrial production capacity in the coming time.

Industrial parks and economic zones have also maintained stable production. Total revenue generated by enterprises operating in these areas was estimated at VND567.893 trillion during the first six months of the year. Enterprises recording annual revenue exceeding VND1 trillion remained the main contributors, generating VND566.355 trillion in total revenue, while 91 enterprises reported higher revenue than in the same period last year. Many businesses continued expanding production and securing additional orders, supporting growth in the city’s industry, export and budget revenue.

Industrial infrastructure has also continued to expand. During the first half of the year, Hai Phong established and approved investment policies for four new industrial parks, while construction began on eight others covering more than 2,047 hectares, with total investment of approximately VND33.5 trillion.

Removing bottlenecks to accelerate growth

Hai Phong has now developed a network of 46 industrial parks and three economic zones, making it one of Vietnam's leading industrial and foreign investment hubs. While many industrial parks have reached high occupancy rates, a number of new ones are under construction to meet businesses' expansion needs and accommodate new investment.

Alongside attracting new projects, the city is focusing on removing bottlenecks related to site clearance, infrastructure development, administrative procedures and the investment environment. Priority is being given to accelerating new industrial park projects, creating clean land funds, turning investment memoranda into concrete projects and supporting businesses throughout project implementation.

According to Pham Van Thep, Member of the Standing Board of the Hai Phong Party Committee and Head of the Hai Phong Economic Zone Authority, the second half of the year will be crucial to achieving the target of attracting USD3.6 - 4 billion in FDI into the city's industrial parks and economic zones while ensuring industrial production and construction output remain on track with the city's growth scenario.

Priority will be given to effectively implementing the Hai Phong Free Trade Zone, the Hai Phong Special Economic Zone, and the Southern Coastal Economic Zone Plan, while accelerating site clearance and infrastructure investment for new industrial parks to welcome large-scale, high-tech projects.

At the same time, the Hai Phong Economic Zone Authority will continue modernizing its governance with a transparent, service-oriented approach guided by the principle that "The success of businesses is the success of the city."

From administrative reform, digital transformation and the application of artificial intelligence in management to the development of the workforce, worker housing and eco-industrial parks, these measures are aimed at improving the investment environment, enhancing the competitiveness of industrial parks and economic zones, and reinforcing Hai Phong's position as a growth pole of the Red River Delta and the nation.
