Deputy Prime Minister Ho Duc Phoc has led a working delegation to Hai Phong to remove difficulties and obstacles and promote economic growth.
Deputy Prime Minister Ho Duc Phoc chaired a working session with Hai Phong city to remove difficulties and obstacles in production, business, import-export activities, and infrastructure development, and promote growth and public investment disbursement at the city Convention and Performance Center on the afternoon of September 11.
At the meeting, Secretary of the city Party Committee Le Tien Chau reported that despite many difficulties and heavy workloads after the merger with Hai Duong province, the city still strived to meet the socio-economic targets assigned by Central bodies and achieved significant results.
Following the merger, the new Hai Phong city’s political system ensured unity and synchronization. The city’s socio-economic indicators in the first eight months of 2025 ranked high compared to the national average.
Security, order, and social safety remained stable. Hai Phong also took the lead in implementing national target programs, ensuring social welfare, and meeting its poverty eradication and temporary housing elimination goals ahead of schedule.
Key projects and works were directed with creative solutions and effective approaches, creating strong momentum for economic growth. Many regional and inter-regional transport infrastructure projects were underway, expected to open up new development opportunities for Hai Phong.
Concluding the session, Deputy Prime Minister Ho Duc Phoc stressed that Hai Phong is one of the country’s three growth poles. The city ranks third nationwide in economic scale, second in import-export volume, and third in budget revenue. Therefore, Hai Phong plays a vital role in the national economy. The merger of Hai Phong and Hai Duong has opened up broader economic space and greater development potential for the new Hai Phong city.
He suggested that the city continue focusing on its economic pillars of industry, seaports, and logistics. Besides tapping into international seaports, Hai Phong should make use of its waterways and promote inland waterway logistics. In the energy sector, the city should leverage its advantages to develop renewable energy forms such as wind and gas power.
Regarding free trade zones, he urged Hai Phong to establish working groups and send officials to learn from international experiences, paying attention to lessons on environmental and social safety issues. The city should carefully select investors that follow green production, environmentally friendly practices, and sustainable development.
The Deputy Prime Minister also emphasized the need to ensure smooth and efficient two-tier local government operations, invest in information technology and modern equipment for administration, and build a professional cadre at the grassroots level with strong competence, ethics, and integrity.
Hai Phong should also focus on protecting sovereignty, peace, and security and improving people’s livelihoods, while creating conditions to attract investment in healthcare and education.
Deputy Prime Minister Ho Duc Phoc assigned relevant ministries and sectors to promptly review and address the city’s proposals, and provide clear, definitive guidance so that Hai Phong can soon remove bottlenecks and difficulties.
