Hai Phong accelerates school modernization

A series of school construction and renovation projects in Hai Phong are being fast-tracked to be completed in time for the 2026-2027 academic year.

Fast-tracking school projects for the new academic year

School construction projects across Hai Phong are entering the final stage as authorities race to complete the remaining works ahead of the new academic year, improving teaching and learning conditions.

At Nguyen Ba Ngoc Secondary School in An Bien Ward, contractors were in late June 2026 completing plastering work on two five-storey classroom blocks. The project is scheduled for completion by Aug. 28, 2026, before the start of the 2026-2027 academic year, allowing students to return to upgraded learning facilities.

Modernization efforts are also underway in Le Chan Ward, where a number of schools are being renovated or rebuilt to meet growing demand for education. According to Pham Van Tan, Chairman of the Le Chan Ward People's Committee, the ward has 23 public schools from preschool to secondary level. In 2026, the locality allocated significant resources to modernize educational facilities.

The ward earmarked 15.5 billion dong to renovate 11 schools. It also allocated 86 billion dong from the 2026 public investment budget to build three new classroom blocks, renovate five school facilities and install transformer stations at four schools to ensure a stable electricity supply.

In addition, four primary and lower secondary schools will receive about 320 billion dong in transitional funding from the city to build new facilities and upgrade existing infrastructure.

In Kinh Mon Ward, Tran Thanh Quyen, acting head of the ward's Culture and Social Affairs Office, said construction of multi-purpose halls at Long Xuyen Secondary School and Hiep An Secondary School would begin in July 2026, helping both schools meet Level 2 national school standards.

The projects form part of the city's broader plan to improve educational infrastructure. Under the plan, Hai Phong will invest more than 1.58 trillion dong in 2026 to build classrooms and sanitation facilities for preschools, primary schools and secondary schools, while allocating more than 192 billion dong for high schools.

Removing bottlenecks to modernize schools

According to Do Duy Hung, Deputy Director of the Hai Phong Department of Education and Training, the city's Education and Training Development Plan to 2030, with a vision to 2045, identifies the development of educational institutions, facilities, equipment and standardized, modern schools as one of its five strategic priorities.

The city is therefore focusing on eliminating bottlenecks related to classrooms, specialist rooms, sanitation facilities and teaching equipment to ensure the public school system is well-equipped and safe. A key priority is implementing the plan to improve facilities at public preschools and general education schools during the 2025-2030 period, with the goal of ensuring all schools meet at least Level 1 national standards.

Alongside expanding classroom capacity, Hai Phong aims to develop specialist classrooms, laboratories, functional rooms, creative learning spaces and STEM/STEAM practice facilities, gradually bringing schools closer to regional standards.

The city is also promoting the use of public cultural and sports facilities to support physical education, experiential learning and talent development, particularly at schools that lack playgrounds, sports grounds or multi-purpose halls.

Improved infrastructure is creating fresh momentum for schools. Do Hong Phong, principal of Nguyen Ba Ngoc Secondary School, said that once the two new five-storey classroom blocks are completed, together with two three-storey blocks built in 2025, the school will have a modern and integrated system of classrooms, administrative offices, sanitation facilities and parking areas. This will enable it to gradually introduce full-day schooling for nearly 1,800 students in 37 classes while improving the quality of teaching and learning.
