To achieve 2026 economic growth target, Hai Phong is accelerating investment in infrastructure of industrial parks, laying a stronger foundation for sustainable economic development.

Removing bottlenecks and expediting construction progress has been identified as the key to achieving this goal.
To ensure its investment attraction targets are met, construction at Kim Thanh Industrial Park is being accelerated. According to Mr. Nguyen Quang Khanh, Director of the Kim Thanh Industrial Park Project Management Board (COMA 18 Joint Stock Company), the project management team is working closely with contractors to fast-track the development of technical infrastructure.
To date, the project's main access road has been asphalted, while the first phase of the retention ponds, drainage canals, fire-fighting reservoirs and pumping stations has been completed. The centralised wastewater treatment plant has reached approximately 95% completion in terms of equipment installation, treatment tanks and the lighting system. Power infrastructure and other technical facilities are also progressing on schedule. At the same time, the project is stepping up investment promotion efforts while gradually developing a modern, green and sustainable industrial ecosystem.
Construction of the Tan Truong Industrial Park Expansion infrastructure investment and business project began in May 2025. By the end of the second quarter of 2026, approximately 110.3 hectares, or 98% of the planned land area, had been handed over, while infrastructure construction had reached 48% of the overallplan. The project has attracted four secondary investment projects with total registered capital of around USD 30 million. The remaining 2.3 hectares are currently undergoing site clearance in coordination with local authorities, with completiontargeted for the third quarter of 2026.
At Nomura – Hai Phong Industrial Park Phase 2, more than 123 hectares of the project's total area of over 197 hectares have been cleared. According to Mr. Pham Van Quy of PC1 Group Joint Stock Company, the project's main contractor, construction teams began site levelling, installing water supply and drainage systems, and implementing subcontract packages as soon as land became available, while closely following the investor's critical construction schedule. Contractors have mobilised maximum manpower and equipment, aiming to hand over the first completed facilities to the investor by November 2026.
According to the Hai Phong Economic Zone Authority, the total value of infrastructure construction in the city's industrial parks and economic zones reached approximately VND10.89 trillion in the second quarter of 2026, exceeding the quarterly target by 4%. During the first six months of the year, cumulative construction value reached around VND20.049 trillion, equivalent to 42.2% of the annual plan. These results indicatethat many projects are progressing in line with the city's growth scenario, providingadditional momentum for Hai Phong's construction sector and industrial development.

Under Hai Phong's 2026 growth scenario, the city's industrial parks and economic zones have been assigned a construction output target of VND47.501 trillion. While several projects are progressing on schedule, a considerable number continue to face delays.
According to a report by the Hai Phong People's Committee, of the 26 industrial park projects currently undergoing site clearance and infrastructure development under the city's growth plan, 12 are behind schedule.
Among the eight newly launched industrial parks, covering a combined area of more than 2,047 hectares with total investment of approximately VND33.526 trillion, several have failed to meet planned milestones. A notable example is Tien Lang Airport Industrial Park (Zone B), which broke ground on 15 January 2026. Under the project schedule, site clearance was expected to reach 16% and construction progress 3% by the end of the second quarter. However, by the end of June 2026, construction had reached only around 1%. The main causes were uneven progress in site clearance and shortages of fill materials amid strong demand, which increased costs and slowed construction.
Accelerating industrial park infrastructure development is intended not only to achieve the city's 2026 construction output target but also to make serviced industrial land available sooner for secondary investment projects. As infrastructure is completed, Hai Phong's capacity to attract investment will improve, contributing to higher industrial output, export turnover, and stronger growth in both the Industrial Production Index (IIP) and the city's Gross Regional Domestic Product (GRDP) during the remaining months of the year.
A resolution issued by the Hai Phong Party Committee on strengthening leadership and direction to achieve economic growth targets for the second half of 2026 and the 2026–2030 period, with average annual growth of at least 13%, identifies the removal of long-standing obstacles as a key priority. The resolution calls for close supervision to ensure industrial park projects under construction remain on schedule, with particular emphasis on resolving bottlenecks affecting the 12 delayed industrial parks during the first half of the year. It also requires the rapid completion of planning and investment preparations, with the goal of establishing and commencing construction on at least three new industrial parks in 2026, thereby creating a larger supply of cleared land to attract large-scale investment projects.
According to the Hai Phong Economic Zone Authority, the agency will continue to work closely with relevant departments, sectors and local authorities to resolve site clearance issues and ensure that at least 500 hectares of cleared industrial land will be ready for lease in the third quarter of 2026. It will also continue urging industrial park infrastructure developers to promptly build essential facilities—including transport infrastructure, wastewater treatment systems and power supply networks—as soon as land becomes available, thereby creating favourable conditions for attracting investment and supporting the city's economic growth.
