Hai Phong is turning its goal of becoming a ‘civilized and happy’ city into reality through practical policies, ensuring that the fruits of development reach every citizen.
In many communes, wards and special zones across Hai Phong, officials from public administrative service centers provide administrative services at home for elderly people, war invalids, sick soldiers and others who have difficulty traveling. Procedures that previously had to be completed at government offices are now brought directly to people’s homes, reducing the need for travel and making things more convenient for residents.
This approach reflects a change in the relationship between the government and the people. The gap is being narrowed not only through technology, procedures or modern administrative centers, but also through a commitment to serving people in everyday work.
On January 14, 2026, the Municipal Party Committee issued Resolution No. 05-NQ/TU on building and implementing a number of socialist models associated with socialist people for the 2026 – 2030 period and subsequent years. 11 models were selected, covering areas ranging from government, law and innovation to housing, healthcare, education, culture and the environment.
Behind these specific models is the goal of making Hai Phong a “civilized and happy” city, where high and sustainable economic development goes hand in hand with a democratic, equitable and civilized society, people can develop comprehensively, and the government is modern, transparent and effective and serves the people.
People are identified as the center, the subjects and the ultimate goal of development, while people’s quality of life and happiness are important criteria for assessing development outcomes.
These goals are being translated into practical changes in people’s everyday lives. How the fruits of development reach residents, and how opportunities for education, healthcare, housing and personal development are expanded, are precisely how long-term goals are being realized today.
Hai Phong is pursuing high growth targets while continuing to develop its industries, seaports, logistics and urban areas. The stronger the economy becomes, the more resources the city will have to expand social security and welfare and improve the quality of essential services.
Conversely, caring for people also means building resources for development. When residents have better access to education, healthcare, housing and opportunities to realize their potential, each person has greater opportunities to contribute to overall development. Economic growth, social progress and social equity therefore together provide a foundation for sustainable development.
