Digital citizens to enjoy more benefits and incentives

Hai Phong will promote online public services, waive or reduce fees and charges, and help residents access digital services to realize Resolution 66.22.

To promptly, comprehensively, consistently and effectively implement the principles and policies set out in the Government’s Resolution No. 66.22/2026/NQ-CP dated July 9, 2026, the Hai Phong People’s Committee has issued Action Plan No. 308 to implement Resolution No. 66.22 across the city.

The Municipal People’s Committee has asked agencies, units and localities to review administrative procedures and online public services under their jurisdiction and redesign and restructure the processes to directly apply the fee and charge exemption and reduction policies stipulated in the resolution, ensuring a people-centered, transparent and convenient approach.

The agencies, units and localities will integrate basic information and documents and develop additional utilities on the national digital identity application VNeID. They will also review, standardize, update and jointly connect and share specific data under their management to integrate information and documents into VNeID in line with the resolution, guidance from ministries and Central sectors, and the approved technical roadmap.

In particular, specific policies and solutions should be introduced to support elderly people, people with disabilities, ethnic minority communities and other vulnerable groups in accessing and using digital services, with the highest preferential rates available under regulations.
