Digital platforms are gradually changing how policy lending is managed and accessed, from savings and loan groups to individual borrowers.
With just a few taps on her smartphone, Nguyen Thi Huong, who received a policy loan in Le Dai Hanh Ward, can check her repayment schedule, monitor transactions and view account information through the VBSP SmartBanking application.
At the same time, policy credit management software is being rolled out across the entire network, covering Vietnam Bank for Social Policies (VBSP) staff, entrusted socio-political organizations and heads of savings and loan groups.
Le Quang Toan, director of the VBSP Chi Linh Transaction Office, said borrower management, outstanding loan monitoring, data reconciliation and report preparation were previously handled manually. Since the software was introduced, data has been synchronized across the system, significantly reducing processing time.
"More importantly, it improves accuracy and transparency. Much of the information can now be verified directly on the system instead of checking multiple paper records," Toan said.
Dang Thi Vien, who heads a savings and loan group in Te Son residential area, Le Dai Hanh Ward, said digital technology had simplified the group's operations and helped borrowers access information more quickly.
Updating data on digital platforms has sped up information processing, reduced errors from manual record-keeping and improved oversight across the city's hundreds of commune-level transaction points and thousands of savings and loan groups.
While digital transformation was once seen mainly as an advantage for commercial banks, it is now gaining momentum in policy lending.
As of June 22, 2026, nearly 10,000 users across the city had registered for VBSP SmartBanking, while almost 10,300 accounts were using the policy credit management software, both up about 30% from the beginning of the year.
Digital transformation at VBSP extends beyond customer applications to cover fund management, lending operations, savings and loan group management, administration, supervision and data analytics.
In Hai Phong, the rollout of the policy credit management software and VBSP SmartBanking marks a concrete step in modernizing the bank's operations. Bank staff, entrusted organizations, savings and loan group leaders and borrowers are gradually adopting digital tools for daily operations and financial transactions.
Under its development strategy through 2030, VBSP aims to become a modern bank operating safely and efficiently on a digital platform, while expanding the digitalization of business processes and improving public access to financial services.
n Hai Phong, digital transformation has gone hand in hand with the expansion of policy lending. As of May 31, 2026, total funding at the city's VBSP branch had reached more than 15.92 trillion dong, while outstanding loans stood at more than 15.881 trillion dong. During the first five months of the year, nearly 29,800 poor households and other policy beneficiaries received preferential loans, supporting the creation of more than 16,700 jobs.
Vu Tuan Hung, deputy director of the Hai Phong branch of VBSP, said digital transformation is intended not only to improve management efficiency but also to better serve borrowers.
The branch plans to expand the number of VBSP SmartBanking users, improve the effectiveness of the policy credit management software, standardize data and increase the use of digital technology across all business operations, bringing modern financial services closer to poor households and other policy beneficiaries.
