Hai Phong moves to strengthen policy framework to achieve double-digit growth

The Hai Phong People's Committee has issued Official Dispatch No. 1064 outlining tasks and measures aimed at improving policies and legislation to support the city's goal of achieving double-digit economic growth.

Under the document, heads of municipal departments and agencies, as well as chairpersons of localities, have been instructed to focus on several key priorities.

Firstly, authorities are required to ensure that officials and civil servants fully understand the strategic importance and urgency of pursuing double-digit growth in tandem with maintaining macroeconomic stability and improving living standards. The target is to be treated as a key political task and translated into annual work plans, with specific responsibilities, targets and deliverables assigned to each sector, agency and locality. Inspections, supervision and performance assessments based on results are also to be strengthened, alongside communications efforts aimed at reinforcing confidence and development aspirations among businesses, residents and the whole society..

Secondly, the city will focus on building a synchronized, modern and competitive institutional framework to create new drivers of growth.

Authorities have been instructed to proactively review difficulties, bottlenecks and inadequacies affecting the double-digit growth target as part of a comprehensive review of the legal framework. Particular attention will be paid to identifying overlapping or conflicting regulations, as well as provisions that no longer keep pace with practical requirements. Relevant agencies are required to address issues within their authority or submit proposals to higher-level authorities for consideration.

The city will also accelerate the development of science and technology, innovation and digital transformation. Efforts will focus on improving the quality and effectiveness of policy formulation and enforcement to make better use of scientific and technological infrastructure, particularly digital infrastructure and big data systems. Public-private cooperation will also be strengthened to attract, train and effectively utilize highly skilled scientific and technological talent.

Administrative reforms will be stepped up through the standardization and digitalization of administrative procedures on electronic platforms. Greater connectivity and data sharing among agencies will help minimize compliance costs and processing times for residents and businesses.

Thirdly, Hai Phong plans to refine a number of special mechanisms and policies in preparation for proposing amendments to National Assembly Resolution No. 226/2025/QH15, dated June 27, 2025, on piloting special mechanisms and policies for the city's development. The move is aimed at maximizing Hai Phong's advantages in attracting investment and developing infrastructure and key service sectors, including logistics, port services and industry.

Fourthly, the city will continue to push ahead with administrative reforms and improve the quality of public services in line with the goal of building a facilitating, action-oriented and integrity-based administration that works alongside businesses. Efforts will focus on streamlining procedures and shortening processing times to foster a transparent investment environment and maintain Hai Phong's position among the country's leading localities in the Provincial Competitiveness Index (PCI) and Public Administration Reform Index (PAR Index).

Fifthly, authorities have been instructed to strictly implement Prime Ministerial Decision No. 48/2025/QD-TTg, dated Dec. 12, 2025, which sets out procedures for receiving and handling feedback and proposals on legal documents through the national information system. Authorities have been instructed to address such feedback and proposals promptly.
