Notable policies taking effect from June 2026.

All fuel stations will sell E10 petrol
Under Circular No. 50/2025/TT-BCT dated November 7, 2025, which sets the roadmap for blending biofuel with conventional fuel in Vietnam, nationwide adoption of E10 petrol begins on June 1, 2026.
Biometric verification required for mobile device changes from April 15.
Mobile subscribers in Vietnam will be required to undergo facial biometric verification when changing devices from April 15, 2026 under Circular No. 08/2026/TT-BKHCN issued by the Ministry of Science and Technology, a move aimed at tightening SIM management and enhancing user security.
The new regulation mandates that within a maximum of two hours after detecting a device change from the previously registered device, telecom operators must review and identify the activity, then temporarily suspend outbound services such as calls and SMS and ask subscribers to complete facial biometric re-authentication.
Student practical-training results classified into five categories
From June 30, Circular 40/2026/TT-BGDDT on assessing practical-training results for students at universities, colleges and vocational secondary schools takes effect.
Student practical-training results are classified into five categories: Excellent (90–100); Good (80 to under 90); Fairly good (70 to under 80); Average (50 to under 70); Weak (below 50).
Receive vehicle registration certificate on VNeID, VNetraffic
Circular No. 37/2026/TT-BCA, amending and supplementing certain provisions of circulars related to vehicle registration and inspection, takes effect from June 8, 2026.
Complete village and neighborhood reorganization plans by June 30
Under Directive No. 21/CT-TTg, provincial and municipal Peoples Committees must review all villages and neighborhood units in their jurisdiction; prepare a comprehensive plan to reorganize these units, including arrangements for nonprofessional staff after reorganization and support policies as prescribed.
Amendments to value-added tax regulations
The Government issued Decree No. 144/2026/ND-CP, amending and supplementing certain articles of Decree No. 181/2025/ND-CP dated July 1, 2025, which provides detailed guidance for implementation of several provisions of the amended VAT Law; this was previously amended by Decree No. 359/2025/ND-CP dated December 31, 2025.
